MONDAY, OCTOBER 6,1997
1 The Common Council of the City of Richmond, Indiana, serving as a Board in charge of the operations of the
2 Richmond Power & Light Plant met in regular session at 7 p.m. Monday, October 6, 1997, in the Council
3 Chambers in the Municipal Building in said City. Chairperson Bing Welch presided with the following
4 Councilmembers in attendance: Howard "Jack" Elstro, Etta Lundy, Bruce Wissel, Sarah "Sally" Hutton, Geneva
5 "Gene"Allen,Alan Stamper, Bob Dickman and Larry Parker. The following business was had to-wit:

7 APPROVAL OF MINUTES

9 The minutes of the meeting of September 15, 1997 were approved on a motion by Councilmember Hutton,
10 second by Councilmember Wissel and the motion was carried on a unanimous voice vote.

14 Upon recommendation of the Finance Committee, Councilmember Hutton moved to approve the following bills
15 for payment, seconded by Councilmember Lundy and by unanimous voice vote the motion carried.

1 REMARKS BY CHAIRPERSON

3 Chairperson Welch said the new general manager, David Osburn, had distributed to Board members tonight the
4 notice of proposed meeting dates for upcoming budget meetings and asked the Board members to mark their
5 calendars.

7 Chairperson Welch welcomed Osburn to RP & L,commenting that his first official day on the job was Wednesday,
8 October 1.

14 STREET LIGHT COMMITTEE REPORT

16 Councilmember Elstro commented that Bob Goodwin, director of Planning, had contacted him to say he was
17 reviewing some of the petitions for street lights that the City had received in the past several months which makes
18 him believe there should be something happening in that area in the near future.

20 Councilmember Hutton asked if there was any order in which these petitions would be reviewed. Councilmember
21 Elstro say he did not know. Councilmember Allen said in a conversation she had had with Mayor Dennis Andrews,
22 he was talking about partial installation in the areas then going back later and putting in additional lights.
23 Chairperson Welch said he had about the same conversation with the Mayor and had asked that he have the
24 Traffic Safety Division look for areas at intersections or any safety problems with traffic patterns and address
25 those first.

27 Councilmember Parker said the Mayor was also going to touch base with City Attorney Bob Bever to see if there
28 is a liability factor if an only every other light type of arrangement is followed. Bever said he had not talked with the
29 Mayor about that yet.

37 Osburn said he appreciated the Board's confidence in him by selecting him for the position of general manager,
38 adding that he was optimistic about the future.

40 He asked the Board to appoint him as the designated chief representative on the EPA Certificate of
41 Representation and Dale Norris, Plant Superintendent, as the designated alternate. In answer to a question by
42 Chairperson Welch,Osburn said former general manager Irving Huffman as been the chief representative
43 previously,with Herschel Philpot,former financial advisor, as the designated alternate. Councilmember Hutton
44 moved to approve the change, second by Councilmember Parker and the motion was carried on a unanimous
45 voice vote.

47 Osburn said it had been rather windy on his first day in the new job,stating that resulted in a few minor outages
48 but nothing significant.Also, he said,on September 26 a tube blew in the Unit No.2 superheater but by 3 p.m.
49 this afternoon that had been corrected. He added that RP &L is due for an EPA stack test October 9 and
50 everything is in order and ready for that.

52 Commenting on the celebration this week of National Public Power Week,Osburn said there are banners
53 throughout the City and he will be at the South 8th Street RP &L office from 8:30 a.m.to noon Wednesday to
54 greet the public and get acquainted with the citizens of Richmond who might stop in to say hello.Chairperson
55 Welch expressed his appreciation to the Indiana Municipal Power Association for providing the banners and
56 billboards telling about the special week. Councilmember Elstro said several people had seen them and asked
57 him what I.M.P.A. is. He suggested perhaps the radio or the newspaper could explain that. Chairperson Welch
58 explained that RP& L is one of the major members of the Indiana Municipal Power Association.
