1 The Common Council of the City of Richmond, Indiana, serving as a Board in charge of the operations of the
2 Richmond Power & Light Plant met in regular session at 7 p.m. Tuesday, September 15, 1997, in the Council
3 Chambers in the Municipal Building in said City. Chairperson Bing Welch presided with the following
4 Councilmembers in attendance: Howard "Jack" Elstro, Etta Lundy, Bruce Wissel, Sarah "Sally" Hutton, Geneva
5 "Gene"Allen,Alan Stamper, Bob Dickman and Larry Parker. The following business was had to-wit:

7 APPROVAL OF MINUTES

9 The minutes of the meeting of September 2, 1997 were approved on a motion by Councilmember Hutton,second
10 by Councilmember Wissel and the motion was carried on a unanimous voice vote.

14 Upon recommendation of the Finance Committee, Councilmember Hutton moved to approve the following bills
15 for payment,seconded by Councilmember Allen and by unanimous voice vote the motion carried.

1 REMARKS BY CHAIRPERSON

3 Chairperson Welch made a few comments about the RV Rally sponsored by Tom Raper and held at the Wayne
4 County 4-H Fairgrounds. He said more than 2200 RVs came into Richmond over the weekend and many of them
5 came through his Council district, bringing about some questions about where they were all going. He also
6 commented that some of the RP& L employees had some small part in what was going on, adding that he felt RP
7 &L's sale of electricity had to go up because the RVS were hooked up to some kind of power.

13 STREET LIGHT COMMITTEE REPORT

15 Councilmember Elstro said he had turned in two requests to the City Clerk, both were for the new parking lots on
16 South 9th Street. He added that it would add$100 a month to the City's electric bill.

22 REPORT BY GENERAL MANAGER

24 General Manager Irving Huffman commented that since this is his last public meeting as general manager of RP
25 &L he wanted to thank the ratepayers for allowing him to serve in that capacity for the past 26 years. He said he
26 also wanted to thank this Board and members of previous Boards as well as present and past employees of RP&
27 L. One bit of advice, he said, he wanted to give to the ratepayers is to keep the utility strong in the future and out
28 of politics. He added that RP& L is debt free and ready for the future. Huffman said he actually had spent 30
29 years at RP& L,starting under the late Earl Beck,who was general manager for about 25 years. He added that
30 between the two of them they represent a half century of leadership and said he is proud to have served in that
31 capacity.

35 Chairman Welch said Huffman had beaten him to the punch because he was waiting until this part of the agenda
36 to personally express the feelings of gratitude expressed by some of the ratepayers who have talked with him. He
37 commented that Huffman had earned their respect.
