HomeMy Public PortalAbout03-20-1995 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA,SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER& LIGHT PLANT MONDAY, MARCH 20,1995 1 The Common Council of the City of Richmond, Indiana, serving as a Board in charge of the operations of the 2 Richmond Power & Light Plant met in regular session at 7 p.m. Monday, March 20, 1995, in the Council 3 Chambers in the Muncipal Building in said City. Chairperson Howard "Jack" Elstro presided with the following 4 Councilmembers in attendance: Gene Allen, Jane Brookbank, Bob Dickman, Mary Ellen Donat, Sarah "Sally" 5 Hutton, Etta Lundy, Don McBride and Larry Parker. The following business was had to-wit: 6 7 APPROVAL OF MINUTES OF MARCH 6,1995 8 9 Councilmember Donat moved to approve the minutes of March 6, 1995,second by Councilmember Hutton and on 10 a unanimous voice vote the motion was carried. 11 12 APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS 13 14 Upon recommendation of the Finance Committee, Councilmember Donat moved to approve the following bills for 15 payment,seconded by Councilmember Hutton and by unanimous voice vote the motion carried. 16 17 Bills Already Paid 18 Payroll and Deductions 223,913.25 19 20 Investments Purchased From: 21 Cash Operating Fund 1,650,000.00 22 Bond Sinking Fund 23 Utility Bond Reserve Fund 24 Depreciation Reserve Fund 25 Insurance Reserve Fund 26 Consumer Deposit Fund 27 28 Cash Reserve Fund Group Insurance Fund 29 30 Total Investments 1,650,000.00 31 32 33 Transfer from Cash Operating Fund to: 34 Cash Reserve Fund for payment 35 to City in lieu of taxes 36 37 Transfer from Cash Operating Fund to: 38 Depreciation Reserve Fund for 39 Property and Plant 40 41 Transfers from Depreciation Reserve to: 42 Cash Operating Fund 43 44 Transfers from Consumer Deposit to: 45 Cash Operating Fund 46 47 Transfers from Utility Bond Reserve Fund to: 48 Bond Sinking Fund 49 50 Transfers from Cash Operating to : 51 Interest and Bond Principal 52 Bond Sinking Fund 53 Cash Reserve Fund 54 Utility Bond Sinking Fund 55 Depreciation Reserve Fund 56 Insurance Reserve Fund 57 Consumer Deposit Fund 58 59 Interest and Bond Principal 60 61 End of Month Petty Cash 62 Revenue Bonds 63 Interest Coupons Redeemed 64 Bond Coupons 65 Miscellaneous Bills Already Paid 114,971.87 Total prepaid invoices 1,988,885.12 Total Bills Not Paid 840,611.76 Grand Total 2,829,496.88 RP&L Minutes Cont'd March 20, 1995 Page 2 1 REMARKS BY CHAIRPERSON 2 3 Chairperson Elstro stated there would be no meeting March 27 at RP & L, but perhaps Pete Wickman would be 4 available and that business could be conducted as a part of the April 17 meeting of the RP&L Board. 5 6 UNFINISHED BUSINESS - 7 8 There was none. 9 10 STREET LIGHT COMMITTEE REPORT 11 • 12 Councilmember Allen said she had a proposal from David Stephens of RP &L about installing new lighting in Oak 13 Park on University Boulevard. She said she had reviewed it and written to the Board of Works and given it to that 14 body for a decision. 15 16 MISCELLANEOUS BUSINESS 17 18 There was none. 19 20 REPORT BY GENERAL MANAGER 21 22 General Manager Irving Huffman said the bids received at the last meeting for the metal clad switchgear are still 23 under review and will be awarded at the April 3 meeting. He stated he had received two bids for the furnishing and 24 installng electrical equipment and cables in Unit No. 1 motor control center in the Whitewater Valley station. He 25 asked for a motion to accept the proof of publication for proper advertisement of the bids which ran March 9 and 26 March 16 in the Palladium-Item newspaper. Councilmember Hutton so moved,second by Councilmember Parker 27 and the motion was carried on a unanimous voice vote. 28 29 Huffman read the first bid from Cummins Electric Inc.of Richmond which was for$123,750 for material and labor. 30 The second was from Wagner Smith of Dayton,Ohio for$60,786. Huffman asked that the bids be referred to him 31 for tabulation,evaluation and recommendation. Councilmember Brookbank so moved,second by Councilmember 32 Hutton and the motion was carried on a unanimous voice vote. 33 34 Councilmember McBride asked Huffman to explain a letter all the Councilmembers had received from Damita 35 Armstead. Huffman said he did not have a copy and would like to have a chance to review it before commenting 36 on it. Councilmember McBride said he could explain it at the next Council meeting. Councilmember Lundy said 37 she was aware of the situation. 38 39 Councilmember McBride asked Huffman about the lawsuit on the accident Huffman was involved in and he 40 answered that it was still pending. 41 42 Huffman invited questions from anyone, noting that he was concerned about some of the articles and even some 43 of the editorials which had appeared in the Palladium-Item. He said he would like the opportunity in those cases to 44 get the RP& L viewpoint across.
