a) Approval of Minutes of Workshop Meeting March 12, 2001
2) TRAFFIC CALMING CONCEPTS
Several weeks ago the Village Board authorized the staff to examine various traffic calming
concepts as they might apply to 135`" Street from Naperville Road to Essington. Subsequently, the
staff, led by Chief Bennett held several meetings with residents from the area. The resident
committee will be in attendance at the Workshop.
After discussing the resident needs and examining available options, our staff engineer Mr. Ken
Blaauw, and Mr. Jae Regis of Hamilton Engineering, have developed several engineering options
that will demonstrate the effects of traffic calming. This design was reviewed positively by the
resident committee and the Village Staff. We are now looking for feedback and direction from the
Board.
This stretch of road is an excellent location to demonstrate and field test these traffic. calming
designs. The road is presently a problem, but its length and use manageable. The residents are a
driving force for change and support the concepts. After implementation, the designs can be
measured in the field and from that data we may well be able to predict the effects when applied to
other areas of the community.
Our cost estimates remain preliminary and the administration has not completed the cost sharing
negotiations with the residents/developer. If it meets the Board's approval, we will finalize
engineering, prepare detailed cost estimates and resolve the cost sharing negotiations. This matter
can be bid in June and construction completed this fall. We have set aside funds in the forthcoming
budget to cover this expense.

3) POLICE STATION PARKING LOT
You may recall that when the contract for the construction of the Police Station expansion was
awarded we left off all the work required for the total parking area. Now that the addition is
completed and the Route 59 improvements well under way, we have a clearer idea of the woxk
necessary. Chief Bennett will be available at the meeting to discuss the details of a construction
change order to complete the work. There are funds unexpended in the present budget to cover this
item.

Minutes of the Workshop of the President and Board of Trustees held on
Monday, March 12, 2001.
The meeting was called to order at 7:00 p.m. by Mayor Rock Present were Trustees
Collins, Cherry, Smolich and Mayor Rock. Absent were Trustees O'Connell, Rathbun,
Calabrese. Additionally, Finance Director Chris Minick, Director of Public Works, Allen
Persons, and Staff Engineer Ken Blaauw were also in attendance together with Mr.
Burghard, Village Administrator.
The minutes of the Workshap Meeting. of February 12, 2001 were approved and filed.
BUDGET 2001-2002
The proposed Budget for the Fiscal Year 2001-2002 was introduced by Finance Director,
Chris Minick. He again reviewed same summary pages in terms of fund balances,
general revenue structure, and the basic budget format. Public Works Director, Allen
Persons reviewed the budget sections concerning streets, water and wastewater, as well as
the proposed expansion projects for the water and sewer accounts and the capital
improvements fund.
After some general discussion, the committee instructed the administration to proceed
with the budget schedule.

SUBJECT: CHANGE ORDER
This memo is to seek Board approval for a Change Order to the current Law
Enforcement Center Addition project. The Board gave prior approval to pave the front lot;
however, due to the unseasonably cold weather experienced in November/December, the
contractor was unable to finish the project.
We are now scheduled for late April to have this work completed. In addition, Staff
had submitted a request within the 2001/02 Budget to pave the rear gravel lot and make
some patch improvements to the older portion of the driveway and rear lot. Since the front
was not completed, Staff requested pricing for all of this paving to be done as a single
project.
The current subcontractor submitted a proposal to complete all necessary paving for
the rear lot and south driveway, plus patching of miscellaneous areas, at a cost of $30,332.
These costs were reviewed by Public Works and projected as reasonable for the amount of
work required. Staff has monies available, and is seeking approval for Change Order #2 to
the Addition project.

The Illinois Department of Transportation will be continuing construction on Route 59 this summer.
• From Route 126 to 143rd Street, there will be continuing viaduct, bridge, and roadway
reconstruction. This work is scheduled to be completed in late 2001.
• Frorn 143rd Street to 111`'' Street, there will be reconstruction of the entire roadway. This
work will commence during the Summer of 2001 and continue through late 2002.
The public should try to use alternate routes whenever possible and detours will be marked as
necessary.

Summer 2001 Roadway Resurfacing and Pavement Patching
The following roadways will be resurfaced or patched this summer and will affect the Village of
Plainfield:
• The Illinois Department of Transportation (TOOT) will resurface Route 30, from 143`d Street
to Route 126. The estimated start date is midsummer.
• The Village of Plainfield is proposing to resurface the following streets, during the summer
months, as part of the 2001 MFT Street Maintenance Program:
^ Dillman Street -- Joliet Road to Lockport Street;
^ Corbin Street -Dillman Street to the East End;
^ Union Street -Joliet Road to Corbin Street;
^ Center Street -Route 126 to Lockport Street;
* Amboy Street -Bartlett Avenue to Center Street;
^ Eastern Avenue -Route 126 to Lockport Street;
^ Fraser Road -- Vintage Drive to River Road;
^ Renwick Road -Spangler Farm Subdivision to Park Place Subdivision;
^ Chicago Street -Route 59 to Dillman Street;
^ Ottawa Street -Route S9 to Miles Avenue; and
^ Miles Avenue -Ottawa Street to Lockport Street.
• The Village of Plainfield Pavement Patching Program will encompass the patching and
stabilization of the following streets during the summer months:
^ Lockport Street from Miles Avenue to I-55 and
^ Lily Cache Road at Rolf Road.
Plainfield Township will resurface County Line Road. This project is scheduled to be
completed by November of 2001.
The public should try to use alternate routes whenever passible and detours will be marked as
necessary.

2001 silage Road Construction Projects
The following roads will be under construction in the Village of Plainf eld:
. • The developer of Kensington Club will reconstruct 127th Street, from Route 59 to Van Dyke
Road. The work will be completed by November 2001 and will not interfere with the
reconstruction of Van Dyke Road.
• The 135 Street roadway and bridge over the West Norman Drain, West of Meadow Lane to
East of Gateway Circle, will be reconstructed by the developer of the Nature's Crossing
Subdivision. This work is scheduled to begin in 2001 and be completed in 2002.
• Reconstruction of Renwick Road, West of Route 59 to the West End of Spangler Farm
Subdivision, will begin in early Spring and be completed by July 2001.
The public should try to use alternate routes whenever possible and detours will be marked as
necessary.

Van Dyke Road Construction
Beginning this spring, the Village of Plainfield will be working on the following Van Dyke Road
construction projects:
• Old Van. Dyke Road, from Lockport Street to 143rd Street, will be closed for the installation
of a new sanitary sewer and reconstruction of the existing roadway. The road will be closed
from mid-May through October.
• The construction of New Van Dyke Road, from the Post Office to 143rd Street, will take
place from July 2001 to May 2002.
• Reconstruction of the existing Van Dyke roadway, from 143rd Street to the West Norman
Drain, will begin in Fall 2001 and continue in 2002.
+ The developer of Eagle Chase Subdivision will reconstruct Van Dyke Road, from Partridge
Drive to 135th Street. Work is tentatively scheduled for completion by November 2001.
• The developers of Bronk Estates and Kensington Club will reconstruct Van Dyke Road,
along their developments, between 135th Street and 127th Street. This work is targeted for
completion between June 15~' and August 15`t', 2001.
The public should use alternate routes and detours will be marked as necessary.

The Village of Plainfield will install traffic signals at the following intersections: Lockport Street at
New Van Dyke Road and Route 30 at Lily Cache Road. Please note: pavement widening will also take
place at Route 30 and Lily Cache Road.
All signal installation work is slated to be complete by November 2001.
