Re: Ordinance 17-2023 An Appropriation Ordinance Amending Ordinance 34-2022 Known as the 2023
Salary Ordinance and Ordinance 18-2023 a Transfer Between Departments Ordinance
The administration is re -structuring the Department of Infrastructure and Development. Attached is an
organizational chart outlining the reorganization. The purpose of the reorganization is to focus the
department on planning and zoning. The position of Director of Infrastructure and Development will be
eliminated. The City Planner will transition to a Director of Planning and a Zoning Administrator will be
added.
Adding a Zoning Administrator will allow the City of Richmond to take a proactive approach towards zoning
administration. The Zoning Administrator will be responsible for facilitating the Board of Zoning Appeals
meetings as primary staff liaison. Additionally, the position will oversee site inspections for zoning violations
and routine Improvement Location Permit (ILP - Zoning Permit) field checks. This will allow the Planning
Director the flexibility to exert more time and attention to the Advisory Plan Commission; allowing the
Commission to better advise Common Council, Planning Staff, and the community on emerging planning
and zoning trends, best practices, and future goals. The Zoning Administrator will enable the Planning
Director more adequate time for commercial site plan review, text amendment updates, and streamlining
internal permit and inspections processes and procedures.
Oversight for public works, the airport and transit will transition to the Director of Strategic Initiatives, as well
as Midwest Industrial Park development, brownfield remediation, tax abatements, and special projects.
Ordinance 17-2023 An Appropriation Ordinance Amending Ordinance 34-2022 Known as the 2023 Salary
Ordinance transfers these positions according to the organizational chart attached. Ordinance 18-2023 A
Transfer Ordinance will transfer the funds between departments so positions are paid from the correct
department. No additional funding is needed. All modifications are covered by funds appropriated in the
2023 budget.
