Planning & Zoning/N/A General Definition of Work FLSA Status: Exempt Performs difficult skilled technical work guiding the growth of the city in compliance with the Comprehensive Plan and Unified Development Ordinance, and related work as apparent or assigned. Work is performed under the general direction of the Planning & Zoning Department on behalf of the Mayor's Office. Divisional supervision is exercised overall personnel in the Division. Essential Functions • Advises private developers, attorneys, architects, engineers, and citizens on what development is allowed in various parts of town, how projects can be structured, and the necessary steps to follow to gain approval; works in close contact with public officials as public developments and comprehensive plan evolves. • Implements existing codes and procedures involving the Planning Commission; assists interested parties through necessary approval stages at Planning Commission and Common Council; prepares technical planning document reports, studies and graphic, and attends meetings. • Reviews applications for variance changes; makes formal recommendations for approval or denial to Planning Commission. • Authorizes issuance of building and service permits; reviews proposed subdivision plans and zoning requests for conformance with local codes and with the Comprehensive Plan; provides comments on planning process as it impacts cultural resources. • Supervises and directs assigned personnel, including interviewing applicants and making hiring/firing decisions, orienting new employees, delegating work assignments, providing training and maintaining discipline. • Manages software to aid in placing permitting and complaint processes online; assists in increasing department technology capacity in order to work more efficiently and progressively. • Responds to citizen inquiries regarding appropriate land use as applied to established local, state, and federal laws, rules, and guidelines; answers phone calls and responds to questions or forwards to the appropriate individual or department. • Meets with surveyors, developers, builders on projects. • Guides and assists the Historic Preservation Commission as needed. • Manages staff; provides leadership, and training opportunities, directs and evaluates work, recommends changes to work process or end results, monitors for areas of improvement, disciplines when required. Knowledge, Skills and Abilities Thorough knowledge of municipal land use, development ordinances, real estate development, zoning regulations, subdivision regulations, building codes, other construction related ordinances, and other related City rules and procedures; thorough knowledge of planning disciplines; general knowledge of theory, principals, and practices of community development; thorough knowledge of the laws, policies and procedures, and other regulations related to building inspection and construction; skill in the use of personal computers, associated software packages, hardware, Microsoft Suite, and peripheral equipment; skill with public and/or customer service; skill in project and time management and relationship building; ability to read and interpret construction files and plans; ability to interpret and explain City policies codes; ability to communicate effectively orally and in writing; ability to deal courteously and effectively with the public; ability to conduct thorough inspections; ability to prepare and present reports; ability to establish and maintain effective working relationships with associates, supervisors, boards and commissions, business owners, developers, property owners, and the general public. Work is performed under the general direction of the City Planner. Qualification Requirements To perform this job successfully, an individual must be able to perform each essential function satisfactorily. Essential Functions Facilitates public hearings as primary staff liaison for Richmond's Board of Zoning Appeals (includes preparation work for each monthly meeting). Reviews and approves zoning permits to ensure compliance with Richmond's zoning codes. Assists the general public with permit applications and zoning -related questions. Recommends appropriate planning and zoning processes for complex projects. Manages zoning -code violation complaints. Performs on -site zoning -code violation inspections. Performs on -site zoning inspections to ensure compliance with approved zoning permits. Researches best zoning practices for determinations, zoning code updates, and procedure improvements. Liaison to the Zoning Board of Appeals and Planning Commission. Education and Experience Bachelor's degree in planning, geography, economics, public administration, or related field and moderate experience working with drafting and/or site plans, blueprint reading, and construction code or equivalent combination of education and experience.
