MONDAY.JANUARY 4.1993
1 The Common Council of the City of Richmond, Indiana, serving as a Board in charge of the operations of the
2 Richmond Power&Light Plant met in regular session at 7 p.m.Monday,January 4, 1993 in the Municipal Building
3 in said City. Chairperson Hutton presided with the following Councilmembers in attendance: Lundy, Brookbank,
4 Donat, McBride,Parker, Allen, Dickman and Elstro. The following business was had to-wit:

8 Councilmember Lundy nominated Councilmember Brookbank for President,second by Councilmember McBride,
9 motion to close the nomination made by Councilmember Dickman and second by Councilmember Allen.
10 Councilmember Brookbank nominated Councilmember Elstro for Vice President,second by Councilmember
11 Lundy, motion to close the nominations made by Councilmember McBride,second by Councilmember Brookbank.

15 Councilmember McBride moved to approve the minutes of the previous meeting as prepared, seconded by
16 Councilmember Lundy and on unanimous voice vote the motion was carried.

10 STREET LIGHT COMMITTEE REPORT

12 Councilmember Donat asked about the status of the request for street lights made by residents on Woodside
13 Drive. Receiving no definite answer from either Councilmember McBride or General Manager Irving Huffman,she
14 said she will call Ralph Hankosky to inquire about it.

16 REPORT BY GENERAL MANAGER

18 Huffman commented on a recent article appearing in the Our Opinion section of the Palladium-Item dealing with
19 the subject of RP&L going into cable TV. He pointed out a comment that was what he called"an out and out lie"
20 and shared his concern about the publicreceiving correct information. He said he had received a telephone call
21 from a lady who, in his opinion,sounded like an"articulate"person,wanting to know some facts about cable TV
22 and had no place to turn except to RP&L. He said she had three major questions.She wanted to know if RP&L
23 is going to make RP&L customers pay for all or any part of the installation of cable TV,will her electric bill
24 increase due to cable TV and how will RP&L separate cable TV from electric rate charges. Huffman said these
25 subjects have been gone over many times but apparently the comments have fallen on some deaf ears.He
26 assured the Board that RP&L has three"good regulators"to protect the public. He said the local facility is
27 regulated by the Indiana Utility Regulatory Commission,also comes under the scrutiny of the Utility Consumers
28 Council and comes under the jurisdiction of the State Board of Accounts.

30 Huffman also defended the recent meetings with Board members which have come under attack by the
31 Palladium-Item, noting that they were for the purpose of distributing information, not making decisions. He made
32 an appeal to the public to call him at RP&L if there are any questions. He said the last thing he wanted was to
33 have an uninformed,or worse still, an ill-informed public.

35 Councilmember McBride asked Huffman if TCI had contacted him to set up a meeting. Huffman said he had not
36 been contacted, noting that RP&L had met with TCI December 1, 1992, and had been told they would be coming
37 back with a proposal but as of to date none had been forthcoming. He added that RP&L has been contacted by
38 several manufacturers with different things to offer and he will be flying to Boston, Mass.tomorrow(January 5)to
39 meet with some manufacturers of equipment which will be doing somewhat the same things that TCI said they
40 would furnish. Huffman said RP& L is still waiting for the information from TCI and when their information is
41 received it will be evaluated but RP&L cannot keep the door open forever. Councilmember McBride said it was
42 his understanding that TCI is coming in from Denver January 13. Huffman responded that TCI has never
43 contacted RP& L directly but has made indirect contact by speech making or with Board members. He added that
44 somewhere along the line the management of RP&L is going to have to be brought into the discussions.
45 Councilmember McBride said he learned of the meeting through a telephone call he made to TCI.They did not
46 contact him.Huffman said if such a meeting is planned TCI needed to make the contact and get it on the
47 calendars of those at RP&L who will be involved in such a meeting. He added that RP& L would like to know
48 their capabilities and will show them the same respect shown any manufacturer,contractor or consultant.
