HomeMy Public PortalAboutResolution No. 24-003 - Resolution authorizing the issuance of an RFP for Public Relations and Marketing ServicesSponsored by: Commissioner Kelley RESOLUTION NO. 24-003 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, AUTHORIZING ISSUANCE OF A REQUEST FOR PROPOSALS ("RFP") FOR A PUBLIC RELATIONS AND MARKETING CONSULTANT CONSISTENT WITH THE SCOPE OF SERVICES OUTLINED IN EXHIBIT "A", ATTACHED HERETO; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE WHEREAS, the City Commission desires to increase awareness of the City of Opa-locka's ("City") mission and goals, garner public and community support and an understanding of the City's initiatives and programs, as well as be at the forefront of any potential issues that may impact the City; and WHEREAS, the City desires to work with a professional, full time firm on an as - needed and on -going basis to bring about aforementioned results; and WHEREAS, the City also desires to work with qualified professionals with experience in creating a unique brand/identity, memorable message development and communication through multiple media formats; and WHEREAS, the City has determined that issuance of an RFP utilizing the Scope of Services outlined in Exhibit "A" hereto is in the best interests of the City and its residents. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA: Section 1. Adoption of Representations. The above recitals are true and correct and are incorporated into this Resolution by reference. Section 2. Approval of Issuance of RFP for a Public Relations and Marketing Consultant. The City Commission of the City of Opa-locka hereby approves the issuance of a Request for Proposals (RFP) for a Public Relations and Marketing Consultant utilizing the Scope of Services outlined in Exhibit "A" attached hereto. City Attorney Moved by: Commissioner Williams Seconded by: Commissioner Kelley VOTE: 5-0 Commissioner Bass YES Commissioner Kelley YES Commissioner Williams YES Vice Mayor Ervin YES Mayor Taylor YES Resolution No. 24-003 EXHIBIT "A" SCOPE OF SERVICES FOR REQUEST FOR PROPOSAL (RFP) Public Relations and Marketing Consultant CONTRACTOR AGREES TO: •Create Marketing Plan to be approved by City within thirty (30) days of contract execution • Create and deliver to City press releases on behalf of City for placement on social media outlets • Create and deliver to City press releases targeted for news outlets • Pitch development initiatives/stories and photo opportunities to news outlets • Coordinate and schedule interviews with City Mayor where necessary • Provide crisis management services and prepare draft public statements • Develop talking points for interviews • Broadcast interviews live on all Social Media platforms • Provide an after -action report including all media releases, media clips, high performance social media posts with analytics, log of television and radio appearances • Develop graphics to visually convey positive facts about the City • Post helpful information for residents to all social media platforms • Develop and distribute a newsletter in conjunction with City staff • Distribute information to City constituents via group texts and telephone calls Resolution No. 24-003 • Serve as the Event Coordinator for All City Events • Provide photographer at City events • Post photographs on social media that are approved by event sponsoring Commissioner or City Manager if a City sponsored event • Prepare flyers for Commission sponsored and City sponsored events As a way to facilitate the aforementioned outcomes, the City agrees to: a) Work with the staff to identify information to be distributed and disseminated. b) Provide feedback and approval on all work prior to disseminating to public, press, and constituents. c) Coordinate access for Mayor and City Commissioners as needed. Staff Summary: On December 13th, 2023, the City Commission voted to terminate the City's contract with Roar Media for Public Relations and Marketing services. The City is now seeking a professional full-time firm to render these services. The firm will be expected to provide a comprehensive and innovative plan that increases awareness and informs the community and/or stakeholders of the City's mission, initiatives, projects, goals and programs. The firm must also demonstrate expertise and remain proactive in identifying and responding to any potential issue that may affect the City. The Interim City Manager shall be authorized to issue an RFP for citywide Public Relations Services to include the Scope of Services. This advertising will be charged to Non -department Other Advertising (19-515491) which currently has $13,059 available. Proposed Action: Staff recommends the City Commission approves legislation authorizing the Interim City Manager to issue an RFP for citywide Public Relations Services.
