Sica Industrial Highway /Middlesex Avenue; and WHEREAS, CME Associates, 1460 Route 9 South, Howell, New Jersey 07731, possesses the requisite experience and expertise to provide said services; and WHEREAS, CME Associates has submitted a proposal to provide said services at a total cost not to exceed $245,000.00; and WHEREAS, the Mayor and the Council have reviewed said proposal; and WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose. This action is approved as an award of a professional services contract pursuant to N.J.S.A 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 3. We understand that the Borough has long sought additional funding to effectuate improvements to Peter J. Sica Industrial Highway /Middlesex Avenue whichis in a deteriorated condition due to heavy commercial traffic associated with the millions of square feet of warehouse and distribution space in the Borough. In accordance with our general authorization, our office conducted a traffic and speed study along the roadway in support of the Borough's application to the NJDOT's Local Freight Impact Fund (LFIF). The purpose of the LFIF program is to provide assistance to municipalities whose roadways are affected by heavy truck traffic associated with warehouses, shipping, and port terminals. This study concluded that of the 15,100 vehicle daily traffic count, approximately 44% of these vehicles consisted of commercial trucks, far surpassing the minimum 5% truck traffic minimum for grant eligibility. In December 2017, our office prepared a scope of work, cost estimate, and grant application to the LFIF for necessary improvements to Industrial Highway and Middlesex Avenue. The preliminary construction estimate for the reconstruction and resurfacing of the roadway as submitted to the NJDOT was approximately $6,365,300. At this time, it is anticipated that the Borough may receive a grant award in the amount of approximately $2,000,000. Accordingly, CME Associates has prepared a scope of work to best utilize this funding to maximize improvements to the roadway. As discussed, we anticipate the scope of this proposal to include survey and basemapping for Industrial Highway from Drift Way to Lower Roosevelt Avenue. (732) 462 -7400 9 FAX: (732) 409 -0756 ASSOCIATES Borough of Carteret, Middlesex County, New Jersey April 12, 2018 Re: Proposal for Professional Engineering and Surveying Services Proposal No. 2018 -046 Improvements to Industrial Highway and Middlesex Avenue Page 2 The improvements will include the following: • A combination of mill & overlay or full reconstruction as needed of the existing roadways; • Concrete curb removal and replacement where required to improve drainage; • Driveway apron, sidewalk, and handicap ramp reconstruction where required • Installation of sidewalk in designated areas; • Miscellaneous drainage repairs including installation of bicycle safe grates and 'ECO' castings in accordance with NJDEP Stormwater Regulations and culvert reconstruction. • Guide Rail replacement; and, • Traffic Striping and Signage With this being said, we anticipate that the following tasks will be required: A) Survey and Base Map Phase Services — We will prepare a base map to be utilized during the design phase services for Industrial Highway between Drift Way and Lower Roosevelt Avenue (CR604). The base map will include Geographic Information System (GIS) mapping along with supplemental information, as necessary, to prepare construction plans. The supplemental information will use NAD83 horizontal and NAVD 88 vertical datum and will include: 1. Top of curb and gutter grades; 2. Roadway centerline grades; 3. Location of existing physical features; 4. Areas of proposed drainage repairs, as needed; and 5. Driveway aprons and handicap ramp locations. B) Design Phase Services — This work will consist of the preparation of construction plans and quantities. The project limits associated with this work will be from Drift Way to Upper Roosevelt Avenue. The services have been divided into tasks as detailed below: 1. Perform site visits and collect existing site information and assess conditions; 2. Coordinate with utility companies for possible upgrades; 3. Prepare Construction Plans, including: i. Legend and Baseline tie Plans; ii. Construction Plans, Profiles, and Cross Sections iii. Culvert Reconstruction Plan, Profile, and Cross Sections iv. Soil Erosion and Sediment Control Plans and Details vi. Traffic Control Plans vii. Construction Details 4. Prepare Specifications in accordance with NJDOT and Borough standards; 5. Prepare Construction Cost Estimate; and, 6. Submit plans and specifications to NJDOT for review and authorization to bid. C) Permit Phase Services — This work will include the preparation and submission of permit applications to outside agencies for review and approval. The roadway work will require coordination with the NJDOT Local Aid Office, Middlesex County Engineering, and the Freehold Soil Conservation District. Additionally, the subject culvert is within an area of tidal influence, and as a result, both the NJ Department of Environmental Protection ( NJDEP) and the US Army Corps of Engineers (ACOE) have co- regulatory authority over the work. Each of the regulatory requirements are discussed below. 1. NJDEP Division of Land Use Regulation — The NJDEP regulates the construction under the Rules on Coastal Zone Management, Waterfront Development Law (as found within NJAC 7:7 -2.4) and the Freshwater Wetlands Protection Act Rules (as found at NJAC 7:7A- 5.10). The culvert replacement will require an approval for an In- water, Waterfront Development Permit, and for Statewide General Permit #10 which will involve the submission of the following: NJDEP Permit Plan, showing the limits of freshwater wetlands, the elevation of mean low water, mean high water and the spring high water line, and impact to wetlands and waters areas. ii. Details on the proposed construction within Compliance Reports for both sets of regulations. iii. Data sheets to substantiate how the wetlands boundary was established iv. Site Photographs V. Proof of Public Notice via certified mail to inform property owners within 200 ft of the site, and to County and Borough offices informing them of the submitted application. Although the pipe replacement is within a NJDEP — regulated tidal flood hazard area, it will not require the submission of a separate permit under the Flood Hazard Control Act Rules (as found at NJAC 7:13), but we will need to address the applicable portions of the rules within the Waterfront Development Compliance Statement. NJDEP usually takes between six and eight months to review and approve this type of application. The ACOE requires a similar application package as the NJDEP, but notifies adjoining property owners, the US Fish and Wildlife Service and the National Marine Fisheries Service as part of their public notice process. The ACOE will issue their permits after the NJDEP issues the Waterfront Development Permit. We will be in regular contact with the reviewers to assure the permits are issued in a timely manner. 3. Freehold Soil Conservation District (FSCD) — As the project involves the disturbance of more than 5,000 square feet of soil, our office will prepare an application to FSCD as well as obtain a Construction Stormwater Permit from the NJDEP. 4. NJDOT Local Aid District III — As the project will be the recipient of NJDOT funding, our office will coordinate with the NJDOT Local Aid office to receive authorization to bid the project, review pre- construction and post- construction submissions and process payment vouchers to ensure the project is carried out within the requirements of the funding body. 5. Middlesex County Office of Engineering — The scope of the project includes improvements to the one intersection of Industrial highway and Roosevelt Avenue (CR602). Plans will be submitted to the County for review and approval related to pavement resurfacing, striping, and ADA ramp reconstruction. County road opening permits shall be the responsibility of the Contractor to obtain. D) Bid Phase Services — Work in this phase will provide the following services to publicly bid the project in accordance with the Local Public Contracts Law: 1. Provide bid documents to prospective bidders as needed; 2. Answer prospective bidder's requests for information; 3. Provide addenda for clarification of project specifications; 4. Attend bid opening; and, 5. The following services will be provided under this phase: 1. Contract preparation including review of bonds, insurance certificates, and project manning reports; 2. Attend preconstruction meeting; 3. Provide assistance with interpretation of the contract documents; 4. Review shop drawings for site - related items; 5. Provide daily construction observation services and prepare contractor punch lists; and, 6. Review and approve monthly progress pay estimates We would recommend that the fee outlined below be budgeted for this purpose. Should the final design and other contract factors preclude CME from being able to properly administer the project within this budget, we will inform you immediately.
