HomeMy Public PortalAboutResolution No. 24-001 - Resolution directing ICM to take necessary steps for the purchase of a new bus to be utilized for transportation of senior citizensSponsored by: Mayor Taylor RESOLUTION NO. 24-001 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA- LOCKA, FLORIDA, DIRECTING THE INTERIM CITY MANAGER TO TAKE ALL NECESSARY STEPS TO PURCHASE A NEW CITY BUS TO BE UTILIZED FOR THE TRANSPORTATION OF SENIOR CITIZENS; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Opa-Locka City Commission ("City Commission") desires to purchase a new city bus to be utilized for the transportation of senior citizens within the City; and WHEREAS, the City Commission finds that it is in the best interests of the City and its residents to direct the Interim City Manager to take all necessary steps to purchase a new city bus to be utilized for senior citizens of the City of Opa-Locka. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA LOCKA, FLORIDA: SECTION 1. RECITALS ADOPTED. The recitals to the preamble herein are incorporated by reference. SECTION 2. AUTHORIZATION The City Commission of the City of Opa-Locka hereby directs the Interim City Manager to take all necessary steps to purchase a new City of Opa-Locka bus to be utilized for senior citizens within the City of Opa-Locka. SECTION 3. SCRIVENER'S ERRORS. Sections of this Resolution may be renumbered or re -lettered and corrections of typographical errors, which do not affect the intent of this Resolution may be authorized by the Interim City Manager, following review by the City Attorney, without need of public hearing, by filing a corrected copy of same with the City Clerk. SECTION 4. EFFECTIVE DATE This Resolution shall take effect upon the adoption and is subject to the approval of the Governor or Governor's Designee. PASSED and ADOPTED this 10th day of January, 2024. Staff Summary: The City has a large and active Senior Citizen population. The Seniors Program provides transportation services for the senior community to various locations and activities within and around City limits. It is essential that the City can accommodate the residents with safe and reliable transportation. It is in the best interest of the City for the Interim City Manager to take all necessary steps to procure a new bus for the Seniors Program. DocuSign Envelope ID: 98BDDBOA-F615-4E93-607C-D6E9565EF481 Financial Impact: The FY 24 Budget includes $150,000 for a possible Seniors Bus with the intent to seek its funding through a potential grant. To date, an appropriate grant hasn't been identified, which will require an alternate source of General Fund funding. The FY 24 General Fund budget is very tight with all available General Fund funding appropriated for various uses. As the year progresses, savings from planned uses may appear which can be used for unanticipated requirements such as this. However, so far this year, these savings have been minimal and have been used to fund other unanticipated requirements. In the absence of the recognition of any meaningful savings currently available to fund this significant expenditure, staff recommends the use of Contingency to fund this item. Procurement of a passenger bus involves sorting through literally hundreds of options to identify the combination of options best suited to meet the City's needs. This hasn't been done yet due to the extremely limited time available since the request for this item was received. Staff will have to first develop the bus specifications best satisfying City needs. Then either an RFP will be issued or an existing contract suitable for piggyback purposes will be identified. If an RFP is required, this could add up to two months to the process. At such time that the appropriate vehicle has been identified, staff will return to the Commission for authorization to proceed with the procurement and to inform the Commission as to the budget amendment that will be necessary for its funding. From a very preliminary review of different types of buses and their features, the price could vary from $125,000 to over $200,000 depending on the configuration best meeting City needs. As noted, currently the use of Contingency appears to be the only source of funding immediately available for a procurement of this magnitude. Proposed Action: Staff recommends the City Commission approves legislation authorizing the Interim City Manager to develop the configuration of a bus best meeting the needs of the City's Seniors program and then either issue an RFP or identify another agency's competitively -bid bus contract suitable for piggyback purposes, and then return within 90 -days for Commission authorization to proceed.
