COMMISSION, OF THE TOWN OF GULF STREAM ON FRIDAY, FEBRUARY 12, 2021 AT
9:00 A.M., IN THE WILLIAM F. KOCH, JR. COMMISSION CHAMBERS OF THE TOWN
HALL, 100 SEA ROAD, GULF STREAM, FLORIDA.
I. Call to Order
Mayor Morgan called the meeting to order at 9:00 A.M.
II. Pledge of Allegiance
Mayor Morgan led the Pledge of Allegiance.

Vice Mayor Stanley made a motion to approve the minutes of
the Regular Meeting of the Town Commission on 1-8-2021, the Town
Commission Sitting as Local Planning Agency on 1-8-2021 and the Special
Meeting of Town Commission on 1-26-2021. Commissioner Orthwein seconded
the motion with all voting AYE at roll call.
V. Additions, withdrawals, deferrals, arrangement of agenda items.
Town Manager Dunham stated Delray Beach Fire Chief Tomey was
present and would be speaking.

VII. Communication from the Public (3 min. maximum)
Delray Beach Fire Chief, Keith Tomey, officially introduced
himself as the new Fire Chief as of March 2020. He stated Delray Beach
was working with Dr. Alonso from the Florida Dept. of Health on getting

a closed pod for the immediate area so that residents wouldn't have to
go all the way to the fairgrounds and sit in four hour lines for the
vaccine. He was hoping to show the efficiency of the pod and the Fire
Depts. being able to administer the vaccine in their local communities.
Chief Tomey stated he would keep the Town informed on the results.
VIII. Reports
A. Town Manager
1. Utility Undergrounding
Town Manager Dunham stated that the Commission had already
approved the mediation settlement as well as AT&T with the court staying
all deadlines pending the resolution with all work by AT&T to be
completed in the Core area by April 30, AlA by June 1 and at the latest
by June 30, 2021. He added that Wilco had completed all their work and
he would be doing a walk-through with them following the commission
meeting. Town Manager Dunham stated Comcast would be removing aerial
lines and rec-out between April 1-15, 2021. He added that he had made
FP&L aware of those dates so they could take the poles down.
Commissioner Orthwein asked if FP&L had acknowledged Mr. Dunham's
request to which he answered in the affirmative.
2. Bluewater Cove -Development Application Schedule
Town Manager Dunham stated this application would be on
the February 25, 2021 ARPB meeting. Assistant Town Attorney explained
that if any of the Commissioners wanted to come in on a one-on-one basis
to look at the plans, please make an appointment to do so before the
next Commission Meeting. Commissioner White asked if some landscaping
could be put around the backflow valve at the entrance of Place au
Soleil because it was an eyesore and the residents were not happy that
it hadn't been screened yet. Mayor Morgan suggested he meet with staff
within the week to see what could be done sooner rather than later.
3. Close out of AlA Water Main and Minor Road & Drainage
Repair Projects
Town Manager Dunham stated the water main came in at
$56,000 less than the budgeted price and the drainage repair in the Core
came in at $68,000 less than the budgeted price. Mayor Morgan commended
the Town Manager for his overseeing of these projects.
4. Update on Purchase of Check Valves for Town Outfall
Structures
Town Manager Dunham stated that the Commission had
authorized the staff to retrofit all 14 of the check valves and they
were still getting quotes as this was not a simple bid process. Town
Water Supervisor, Anthony Beltran, stated he had checked with two
manufacturers of the check valves and he, along with Mr. Hiscock, from
Baxter & Woodman, had decided they were very similar to each other in
design specification. Mr. Hiscock also suggested only needing eight in -
line check valves instead of the 14 and he recommended going with the

lower priced model since they were so similar. Mayor Morgan asked if
the warranty was the same on both to which Mr. Hiscock thought they were
but said he would double check.
B. Architectural Review & Planning Board

Mayor Morgan called attention to these dates.
C. Finance Director
1. Financial Report for January 31, 2021
2. Water Usage as of 1-31-21
Town Manager Dunham stated the financials were 1/3 of the
fiscal year and added that the audit for 2019-2020 was underway.
D. Police Chief
1. Activity for January 2021
Chief Allen asked that the report be accepted as submitted
and shared that on January 27, 2021, the night shift officers responded
to a timeshare in Town that had a 72 year -old male suffering from chest
pains and once they arrived at the scene he had no pulse and wasn't
breathing so they started CPR and had to shock him to get him back to
life. When Delray Fire arrived on the scene, they stated if our
officers had not have been on the scene the man would not have survived.
Chief Allen stated they put letters of commendation into the personnel
files of Officer Menard and Officer Fidler, who had arrived on the scene
within two minutes of being called. Mayor Morgan stated commendations
were in order and accepted the report as submitted.
IX. Items for Commission Action
A. Baxter & Woodman, Inc.- Drainage System Evaluation
Town Manager Dunham stated the proposal for this came in at
$19,440 thus it was coming to the Commission for approval. Mayor
Morgan stated he thought it was a reasonable quote and it had to be
done. Commissioner Orthwein made a motion to approve the $19,440 for
the Drainage System Evaluation. The motion was seconded by Vice Mayor
Stanley with all voting AYE at roll call.
Town Manager Dunham stated Town Clerk Taylor's birthday was
coming up on February 18 and wanted to recommend to the Commission to
memorialize this particular birthday and her service to the Town by
naming the Gulf Stream Library the Rita L. Taylor Library commemorated

by a plaque to be hung in the library. Mayor Morgan eloquently spoke
of Town Clerk Taylor's 31 years in Gulf Stream and wholeheartedly
endorsed naming the library the Rita L. Taylor Library. Commissioner
Orthwein made a motion to approve naming the Gulf Stream Library the
Rita L. Taylor Library. The motion was seconded by Commissioner White
with all voting AYE at roll call. Town Clerk Taylor thanked everyone
for their kind words and acknowledgement.
