HomeMy Public PortalAboutResolution No. 24-008 - Resolution ratifying a grant application submitted to the FDOT for the Transportation Set-Aside programSponsored by: Interim City Manager RESOLUTION NO. 24-008 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA- LOCKA, FLORIDA, RATIFYING A GRANT APPLICATION THAT WAS SUBMITTED TO THE FLORIDA DEPARTMENT OF TRANSPORTATION FOR THE TRANSPORTATION ALTERNATIVES SET -ASIDE PROGRAM; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE WHEREAS, on November 27, 2023, the City of Opa-Locka ("City") submitted a grant application to the Florida Department of Transportation relating to a grant for Non - Motorized Transportation Alternatives under the Transportation Alternatives Plan to enhance mobility and provide accommodations for pedestrians and bicyclists; and WHEREAS, the amount of funding requested was One Million Dollars ($1,000,000.00), with a required City match of Two Hundred Fifty Thousand Dollars ($250,000.00) for a total project cost of One Million, Two Hundred Fifty Thousand Dollars ($1,250,000.00)); and WHERAS, the City's goal is to implement the proposed enhancements to mobility in the downtown area of the City, which consists of the creation of bikeways, traffic calming devices, pedestrian crossings and paths, traffic signals, as well as signs and pavement marking; and WHEREAS, the submission period for the Transportation Alternative Program Grant Application began November 16, 2023, and closed on December 6, 2023 but due to the cancellation of the Regular Commission Meeting on November 22 ,2023, the request was not timely brought before the City Commission for approval; and WHEREAS, the Interim City Manager is now seeking ratification of the grant application; and WHEREAS, the City Commission finds it in the best interests of the City and its residents to ratify the grant application, as described herein. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA- LOCKA, FLORIDA: SECTION 1. The recitals to the preamble herein are incorporated by reference. SECTION 2. The City Commission of the City of Opa-Locka, Florida, hereby ratifies the submission of the grant application to the Florida Department of Resolution No. 24-008 Jo a Flores, City Clerk Transportation for Transportation Alternatives Set -Aside Program Funding. SECTION 3. Sections of this Resolution may be renumbered or re -lettered and corrections of typographical errors which do not affect the intent may be authorized by the Interim City Manager, following review by the City Attorney and without need of public hearing, by filing a corrected copy of same with the City. Staff Summary: The City of Opa-locka has applied for a grant provided by the Florida Department of Transportation, which provides grants for Non -Motorized Transportation Alternatives under the Transportation Alternatives Plan to enhance mobility and provide accommodations for pedestrians and bicyclists. The amount of funding being requested is $1,000,000.00 with a required City match of $250,000.00 for a total project cost of $1,250,000.00. This legal instrument (the grant agreement) will describe intergovernmental tasks to be accomplished and the funds to be reimbursed for selected projects. The City of Opa-locka is a 4.5 square mile community located in northwest Miami -Dade County. The proposed Transportation Improvements for cyclists will help to achieve the safety goals and make everyday travel better, Opa-locka is developing citywide interconnected corridors, parking, pedestrian and traffic signage, and programs. Designing our transportation system to better accommodate bicyclists and pedestrians will help to resolve multiple complex and interrelated issues, including traffic congestion, air quality, climate change, public health, and livability. Opa-locka recognizes that bicyclists and pedestrians are vulnerable road users making up about 76 percent of all traffic fatalities statewide. When involved in a traffic collision, cyclists are seriously injured or killed over 69 percent of the time. Vision and goals: Make bicycling safe, convenient, and accessible for all ages and abilities. providing equity, and safety, increasing the number and multimodal trips (mode shift), and being responsive and accountable to our community and county -wide needs providing accessibility for our underserved and pollution burdened residents who are more dependent on active transportation.
