HomeMy Public PortalAbout08-05-1991 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT AUGUST 5, 1991 1 The Common Council of the City of Richmond, Indiana, serving as a Board in charge of the operations of the 2 Richmond Power & Light Plant met in regular session August 5, 1991 at the hour of 7:00 P.M. in the Municipal 3 Building in said City. Chairman Elstro presided with the following Councilmembers in attendance: Lundy, 4 Brookbank, Hankinson, McBride, Parker, Hutton Morris and Paust. Absent: None. The following business was 5 had to-wit: 6 7 APPROVAL OF MINUTES OF AUGUST 5. 1991 8 9 Councilmember McBride moved to approve the minutes of the previous meetings as prepared, seconded by 10 Councilmember Lundy and on unanimous voice vote the motion was carried. 11 12 APPROVAL OF BILLS. He said they have 20 received 5,571 surveys back which is over 30%. Mr. Huffman said of those returned 90.4%agree that RP&L 21 should to into the cable business and 95%would consider switching to RP&L if they were competitive with rates. 22 23 Councilmember McBride asked if RP&L went in the cable business would they be faced with the same difficulty in 24 finding channels and not knowing where they are. 25 26 Mr. Huffman stated that TCI feels it is easier to use the lower channels for purposes of blocking certain 27 programming and it is also a marketing tool to keep programming in the lower channels because people look at 28 the lower numbers. Mr. Huffman said he felt people know the over the air channels by their numbers and he 29 would like to see them on that cable channel and to put the pay channels in one blocked area. 30 31 Councilmember Parker asked how many subscribers there are in the area and was informed 13,000. 32 33 Councilmember Parker added if there were 13,000 subscribers then they were approaching a 50% return on 34 surveys from subscribers. 35 36 Mr. Huffman stated that they tried to keep the survey simple to get responses and they have also received many 37 other comments on the survey forms. 38 39 ADJOURNMENT 40 41 There being no further business, on a motion duly made, seconded and passed the meeting was 42 adjourned. 43 44 45 46 47 48 Howard J.
