IN CHARGE OF THE OPERATION OF THE RICHMOND POWER
& LIGHT PLANT, MARCH 18. 1991
1 The Common Council of the City of Richmond, Indiana, serving as a Board in charge of the operations of the
2 Richmond Power& Light Plant met in regular session March 18, 1991 at the hour of 7:00 P.M. in the Municipal
3 Building in said City. Chairman Elstro presided with the following Councilmembers in attendance: Lundy,
4 Brookbank, Hankinson, McBride, Parker, Morris, Hutton and Paust. Absent: None. The following business was
5 had to-wit:

7 APPROVAL OF MINUTES OF MARCH 4. 1991

9 Councilmember McBride moved to approve the minutes of the previous meetings as prepared, seconded by
10 Councilmember Brookbank and on unanimous voice vote the motion was carried.

60 Upon recommendation of the Finance Committee, Councilmember Hankinson moved to approve the investments
61 purchased, transfers made and bills to be paid, seconded by Councilmember McBride and on unanimous voice
62 vote the motion was carried.

Chairperson Elstro reminded the Board of the regularly scheduled Executive Board meeting on March 25, 1991 at
7:00 PM.

13 REPORT BY GENERAL MANAGER

15 Mr. Huffman reported to the Board that he and Councilmember Parker recently were in Washington, D.C.to visit
16 with legislators during an APPA legislative update. He said they were able to invite several to attend the LIFAC
17 ground breaking ceremonies. Mr. Huffman said that Senator Lugar intends to come baring no complications with
18 his scheduling and Representative Sharp has also committed to coming.

20 Mr. Huffman said that if legislators attend,then people from the Department of Energy would also come. Mr.
21 Huffman said there would also be persons from Kaiser,Tampella and state and local officials in attendance.

23 Mr. Huffman said the ceremonies would be on May 27, 1991 starting a 11:00 AM with refreshments to follow. He
24 said they would expect 50 to 100 people to be in attendance.

26 Mr.Huffman spoke of the recent ice storm and that there were lots of problems,but it was manageable because
27 the problems were happening one at a time. Mr. Huffman said that systems to the north including Anderson and
28 Frankfort were completely out and crews from Richmond were assisting with repairs to these systems.

30 Councilmember Hutton asked about payments for repairs to these systems and Mr. Huffman said there is some
31 insurance included, but the repairs are the responsibility of the utility.

33 Councilmember Brookbank commented how well the Street Department and RP&L had worked together to
34 maintain trees and prevent a lot of damage in an instance like this.
