1 The Common Council of the City of Richmond, Indiana, serving as a Board in charge of the operations of the
2 Richmond Power & Light Plant met in regular session December 17, 1990 at the hour of 7:00 P.M. in the
3 Municipal Building in said City. Chairman Lundy presided with the following Councilmembers in attendance:
4 Brookbank, Hankinson, McBride, Parker, and Hutton. Absent: Morris and Paust. The following business was
5 had to-wit:

7 APPROVAL OF MINUTES OF DECEMBER 3. 1990

9 Councilmember Morris moved to approve the minutes of the previous meeting as prepared, seconded by
10 Councilmember McBride and on unanimous voice vote the motion was carried.

58 Upon recommendation of the Finance Committee, Councilmember Elstro moved to approve the investments
59 purchased,transfers made and bills to be paid, seconded by Councilmember Hankinson and on unanimous voice

13 REPORT BY GENERAL MANAGER

15 Mr. Delmer Cox, representing Mr. Huffman, asked the Board to set January 7, 1991 to receive bids for two
16 automobiles to replace two 1979 vehicles. He said this was approved in 1988 and had never been purchased.

18 Councilmember McBride moved to authorize the General Manager to receive bids on January 7, 1991 for two
19 vehicles,seconded by Councilmember Hankinson and on unanimous voice vote the motion was carried.

21 Mr. Cox extended Holiday wishes from Mr. Huffman.

23 Chairperson Lundy reminded the Board that the Executive Board meeting on December 24, 1990 would be
24 cancelled for the Christmas Holiday.

26 Councilmember McBride questioned a section of Waterfall Road,below the railroad,that was dark and
27 Councilmember Hutton said she would look into it.

29 Councilmember Hankinson asked about the two tone effect of street lights in the Reeveston area with both orange
30 and white bulbs being used.

32 Mr. Cox said he would check with the Lighting Engineer and find out why they are using two different bulbs.
