HomeMy Public PortalAbout10-15-1990 • PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT, OCTOBER 15, 1990 1 The Common Council of the City of Richmond, Indiana, serving as a Board in charge of the operations of the 2 Richmond Power& Light Plant met in regular session October 15, 1990 at the hour of 7:00 P.M. in the Mun cipal 3 Building in said City. Chairman Lundy presided with the following Councilmembers in attendance: Brookb nk, 4 Hankinson, McBride, Parker, Hutton, Morris and Paust. Absent: none. The following business was had to-wit: 5 6 APPROVAL OF MINUTES OF OCTOBER 1. 1990 7 8 Councilmember McBride moved to approve the minutes of the previous meeting as prepared, secondee by 9 Councilmember Hutton and on unanimous voice vote the motion was carried. 10 11 APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS 12 13 14 Bills Already Paid 15 Payroll and Deductions 180,115.48 16 17 18 Investments Purchased : 19 Cash Operating Fund 800,000.00 20 Bond Sinking Fund .00 21 Utility Bond Reserve Fund .00 22 Depreciation Reserve Fund 433,336.99 23 Consumer Deposit Fund .00 24 Cash Reserve Fund 137,500.00 25 Group Insurance Fund .00 26 27 Total Investments 1,370,836.01 28 29 Transfers from Depreciation Reserve to: 30 Cash Operating Fund 200,000.00 31 32 Transfers from Consumer Deposit to: 33 Cash Operating Fund .00 34 35 Transfers from Utility Bond Reserve Fund to: 36 Bond Sinking Fund .00 37 38 Transfers from Cash Operating : 39 Interest and Bond Principal .00 40 Bond Sinking Fund .00 41 Cash Reserve Fund 137,500.00 42 Utilty Bond Sinking Fund .00 43 Depreciation Reserve Fund .00 44 Insurance Reserve Fund .00 45 Total Transfers 46 47 Interest and Bond Principal .00 48 49 End of Month Petty Cash .00 50 Revenue Bonds .00 51 Interest Coupons Redeemed .00 52 Coupons Purchased .00 53 Miscellaneous Bills Already Paid 196,701.94 54 Total Bills Not Paid 113.110.55 55 2,198,264.96 56 57 Upon recommendation of the Finance Committee, Councilmember Elstro moved to approve the investments 58 purchased, transfers made and bills to be paid, seconded by Councilmember McBride and on unanimous voice 59 vote the motion was carried. 60 61 REMARKS BY CHAIRPERSON 62 63 No remarks were presented. 64 65 RP&L Minutes Cont'd October 15, 1990 Page 2 1 UNFINISHED BUSINESS 2 3 No business. 4 5 STREET LIGHT COMMITTEE REPORT 6 7 Councilmember Hutton reported that Councilmember Elstro recommended a light be placed at the corner of 8 Bridge Avenue for Richmond Baking Company, with all other lights in the parking area to be the responsibility of 9 Richmond Baking Co., that being in the form of motion, Councilmember Elstro seconded the motion and on 10 unanimous voice vote the motion was carried. 11 12 Councilmember McBride said he had not yet received a petition for a request for lights on Catalpa Drive. 13 14 MISCELLANEOUS BUSINESS 15 16 None was presented. 17 18 REPORT BY GENERAL MANAGER 19 20 Mr. Delmer Cox, representing General Manager Huffman, requested the Board to take bids at their next meeting 21 for a 4-wheel drive vehicle to replace a 1979 Chevrolet Blazer and to also approve the purchase of one new lift 22 truck. 23 24 Councilmember McBride moved to approve bids be taken for a 4-wheel drive vehicle on November 5, 1990 and to 25 approve the purchase of one new lift truck,seconded by Councilmember Hutton and on unanimous voice vote the 26 motion was carried. 27 28 Councilmember Brookbank said she had spoken with Mr. Huffman about poles on South L and they were General 29 Telephone's and the lines would be buried. 30 31 Councilmember McBride asked about the Promenade lighting and Councilmember Paust reported that the 32 materials had been ordered with a completion date of November 15, 1990. 33 34 ADJOURNMENT 35 36 There being no further business,on a motion duly made, seconded and passed the meeting was 37 adjourned. 38 39 40 41 42 Etta Lundy, Chairperson 43 44 45 46 47 48 49 ATTEST: 50 Mary Merchanthouse, City Clerk 51 52 53 54 55 56 57 58 59 60 61 62 63 64 65
