HomeMy Public PortalAbout10-01-1990 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT, OCTOBER 1, 1990 1 The Common Council of the City of Richmond, Indiana, serving as a Board in charge of the operations of the 2 Richmond Power & Light Plant met in regular session October 1, 1990 at the hour of 7:00 P.M. in the Municipal 3 Building in said City. Chairman Lundy presided with the following Councilmembers in attendance: Brookbank, 4 Hankinson, McBride, Parker, Hutton, Morris and Paust. Absent: none. The following business was had to-wit: 5 6 APPROVAL OF MINUTES OF SEPTEMBER 17, 1990 7 8 Councilmember Brookbank moved to approve the minutes of the previous meeting as prepared, seconded by 9 Councilmember McBride and on unanimous voice vote the motion was carried. 10 11 APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS 12 13 14 Bills Already Paid 15 Payroll and Deductions 187,185.36 16 17 18 , Investments Purchased 19 Cash Operating Fund 1,775,000.00 20 Bond Sinking Fund .00 21 Utilky Bond Reserve Fund .00 22 Depreciation Reserve Fund .00 23 Consumer Deposit Fund .00 24 Cash Reserve Fund .00 25 Group Insurance Fund .00 26 27 Total Investments 1,775,000.00 28 29 Transfers from Depreciation Reserve to: 30 Cash Operating Fund .00 31 32 Transfers from Consumer Deposit to: 33 Cash Operating Fund .00 34 35 Transfers from Utility Bond Reserve Fund to: 36 Bond Sinking Fund .00 37 38 Transfers from Cash Operating : 39 Interest and Bond Principal .00 40 Bond Sinking Fund .00 41 Cash Reserve Fund .00 42 Utility Bond Sinking Fund .00 43 Depreciation Reserve Fund .00 44 Insurance Reserve Fund .00 45 Total Transfers 46 47 Interest and Bond Principal .00 48 49 End of Month Petty Cash .00 50 Revenue Bonds .00 51 Interest Coupons Redeemed .00 52 Coupons Purchased .00 53 Miscellaneous Bills Already Paid 883,886.45 54 Total Bills Not Paid 1,998,808.06 55 4,844,879.87 56 57 Upon recommendation of the Finance Committee, Councilmember Elstro moved to approve the investments 58 purchased,transfers made and bills to be paid, seconded by Councilmember Hankinson and on unanimous voice 59 vote the moon was carried. 60 61 REMARKS BY CHAIRPERSON 62 63 No remarks were presented. 64 65 RP&L Minutes Cont'd October 1, 1990 Page 2 1 UNFINISHED BUSINESS 2 3 No business. 4 5 STREET LIGHT COMMITTEE REPORT 6 7 Councilmember Hutton reported a request for East Main Street lighting to the 35 exchange and so moved for 8 approval,seconded by Councilmember Paust and on unanimous voice vote the motion was carried. 9 10 Councilmember Elstro stated that he had check on the request by Richmond Baking Company and did find two 11 lights out and does feel the need for another light. 12 13 Councilmember Hutton asked about the 100 Block of North 29th and having been approached by two residents 14 interested in lights. 15 16 Councilmember Elstro recommended they present a petition to that effect. 17 18 Councilmember Hankinson asked about the status of the signal at the 35 exchange and stressed he was very 19 concerned since this area had turned into a maze. He asked this be checked on. 20 21 Councilmember Brookbank asked about the type of lights being placed on South L Street and Mr. Huffman 22 reported they were aluminum poles with a wooden finish. • 23 24 Councilmember Hankinson asked why they had just not put wooden poles on South since the old part had 25 wooden poles and form Henley on there are only four metal poles. 26 27 Councilmember Paust commented the poles did look like wood and they might as well have put the wooden poles 28 in. 29 30 Mr. Huffman said regardless what type of poles they use,they couldn't please all and they try to keep the poles as 31 standard as possible. 32 33 MISCELLANEOUS BUSINESS 34 35 None was presented. 36 37 REPORT BY GENERAL MANAGER 38 39 Mr. Huffman thanked the Board for the flowers and condolences on the death of this father. 40 41 ADJOURNMENT 42 43 There being no further business, on a motion duly made, seconded and passed the meeting was 44 adjourned. 45 46 47 48 49 Etta Lundy, Chairperson 50 51 52 53 54 55 56 ATTEST: 57 Mary Merchanthouse, City Clerk 58 59 60 61 62 63 64 65
