& LIGHT PLANT, SEPTEMBER 4, 1990
1 The Common Coundl of the City of Richmond, Indiana, serving as a Board in charge of the operations of the
2 Richmond Power& Light Plant met in regular session September 4, 1990 at the hour of 7:00 P.M. in the Municipal
3 Building in said City. Chairman Lundy presided with the following Councilmembers in attendance: Brookbank,
4 Hankinson, McBride, Parker, Hutton, Morris and Paust. Absent: none. The following business was had to-wit:

8 Councilmember McBride moved to approve the minutes of the previous meeting as prepared, seconded by
9 Councilmember Hankinson and on unanimous voice vote the motion was carried.

57 Upon recommendation of the Finance Committee, Councilmember Elstro moved to approve the investments
58 purchased, transfers made and bills to be paid, seconded by Councilmember McBride and on unanimous voice
59 vote the motion was carried.

3 South 16th and E Street Flasher Proposal
4
5 Councilmember Brookbank brought up the estimate on the installation of a flasher at the intersection of South
6 16th and E Streets and asked what needed to be done with the estimate.
7
8 Councilmember Paust said the estimate was prepared as a result of inquiries on the safety of the intersection. He
9 said the City has now put in larger STOP signs and painted STOP on the pavement. He said the estimate was
10 only informational in case the Council would decide to pursue that as a remedy.

12 Chairperson Lundy asked how the intersection was now doing and Councilmember Paust said there had been no
13 additional accidents since the signs went up.

15 STREET LIGHT COMMITTEE REPORT

17 Councilmember Hutton announced that Mr. Huffman wanted to speak about lighting on the promenade.

19 Mr. Huffman told the Board that the original promenade lighting had been purchased from a relatively unknown
20 company and the desired construction standards had not been met. He said there has been a problem with the
21 ballasts. He said the the City and Merchants are now wanting the Promenade upgraded and the lighting can be
22 upgraded by just replacing the fixtures with ones having ballasts included. Mr. Huffman said the poles and
23 underground conduit are still in good condition and do not need replaced.

25 Mr. Huffman recommended a type of lighting that gives better color than the mercury vapor light and they would
26 suggest making all the lights single heads making the lighting level very good.

28 Mr. Huffman said the new fixtures would cost 21,000.00 and they feel they are spending more labor maintaining
29 the existing fixtures that the cost of changing out to the new fixtures.

31 Mr. Huffman requested authority from the Board to install new fixtures on the existing poles on the Promenade.

33 Councilmember McBride asked if the Promenade Committee would contribute to the cost of the lights and Mr.
34 Huffman indicated they would not and he believed it the the responsibility of Richmond Power& Light since they
35 installed the old fixtures which were not efficient.

37 Councilmember Elstro asked if the lights were metered or paid by the pole and Mr. Huffman stated the lights were
38 paid for by the City and were either metered or paid for on a per light installation,there was no unmetered service
39 in the downtown area.

41 Councilmember Elstro said he would like to look at this proposal and also see the fixtures that were being
42 recommended since he felt 21,000.was costly for this project.

44 Mr. Huffman reminded the Board of the cost to maintain the existing lights.

46 Councilmember Brookbank said she felt this was necessary to keep the area safe.

48 Councilmember Elstro agreed it was necessary to keep the Promenade lighted, but wanted to know what was
49 going to be installed.

51 Councilmember Paust said the Promenade Committee would have no problems with Council looking at the
52 fixtures, but he said the lights are needed and they are similar to the existing fixtures.

54 Councilmember Elstro stated that whenever they have deviated from regular street lights there has been
55 maintenance problems.

57 Mr. Huffman said part of the original problem was going with the lowest dollar on the lights. He said the poles are
58 fine, but the fixtures are not designed properly to prevent moisture from getting into the ballasts. He said parts for
59 the existing lights are now at a premium and hard to located. Mr. Huffman stated there was one of the new
60 fixtures set up and he would let the Board know the location.

62 Chairperson Lundy commented she would have to rely on the someone with expertise, since she did not know
63 about lighting.

1 Mr. Huffman said the new fixtures being proposed were more protected from the weather and they would not have
2 the problems that now exist.

4 Councilmember Brookbank moved to authorize the General Manager to proceed with the installation of
5 Promenade lighting as he recommended, seconded by Councilmember McBride and with one no vote the motion
6 was carried.
