AUGUST 20, 1990 1 The Common Counci of the City of Richmond, Indiana, serving as a Board in charge of the operation of the 2 Richmond Power& Light Plant, met in regular session August 20, 1990 at the hour of 7:00 P.M. in the Municipal 3 Building in said City. Chairman Lundy presided with the following Councilmembers in attendance: Brookbank, 4 Hankinson, McBride, Parker, Hutton, Morris and Paust. Absent: none. The following business was had to-wit: 5 6 APPROVAL OF MINUTES OF AUGUST 6. 1990 7 8 Councilmember McBride moved to approve the minutes of the previous meeting as prepared, seconded by 9 Councilmember Hankinson and on unanimous voice vote the motion was carried. 10 11 APPROVAL OF BILLS. INVESTMENTS AND TRANSFERS 12 13 14 Bills Already Paid 15 Payroll and Deductions 194,293.68 16 17 18 Investments Purchased : 19 Cash Operating Fund 300,000.00 20 Bond Sinking Fund .00 21 Utility Bond Reserve Fund .00 22 Depreciation Reserve Fund .00 23 Consumer Deposit Fund .00 24 Cash Reserve Fund .00 25 Group Insurance Fund .00 26 27 Total Investments 300,000.00 28 29 Transfers from Depreciation Reserve to 30 Cash Operating Fund .00 31 32 Transfers from Consumer Deposit to: 33 Cash Operating Fund .00 34 35 Transfers from Utility Bond Reserve Fund to: 36 Bond Sinking Fund .00 37 38 Transfers from Cash Operating : 39 Interest and Bond Principal .00 40 Bond Sinking Fund .00 41 Cash Reserve Fund .00 42 Utility Bond Sinking Fund .00 43 Depreciation Reserve Fund .00 44 Insurance Reserve Fund .00 45 Total Transfers 46 47 Interest and Band Principal 281.25 48 49 End of Month Petty Cash .00 50 Revenue Bonds .00 51 Interest Coupons Redeemed .00 52 Coupons Purchased .00 53 Miscellaneous Bills Already Paid 1,002,379.86 54 Total Bills Not Paid 631,362.74 55 2,126,317.53 111 56 57 Upon recommendation of the Finance Committee, Councilmember Elstro moved to approve the investments 58 purchased,transfers Blade and bills to be paid, seconded by Councilmember Hankinson and on unanimous voice 59 vote the motion was carried. 60 61 REMARKS BY CHAIRPERSON 62 63 None were made. 64 65 RP&L Minutes Cont'd August 20, 1990 Page 2 1 STREET LIGHT COMMITTEE REPORT 2 3 Councilmember Hutton presented a request from Mr. Bob Wiwi, City Engineer, for lights on NW 16th and 4 Progress Drive to JE Parker. 5 6 A request was also provided for new lights in a new area of Meadow Park. 7 8 Councilmember Parker asked if lights were installed for JE Parker would all of the industrial park be lighted and 9 Mr. Huffman commented not on the south side of US 40. 10 11 Councilmember Paust clarified the lighting in question was for the North West Industrial Park and Mr. Huffman 12 stated that that area will be entirely lighted. 13 14 Councilmember Hutton moved to approve the installation of street lights as requested, seconded by 15 Councilmember Paust and on unanimous voice vote the motion was carried. 16 17 UNFINISHED BUSINESS 18 19 None was presented. 20 21 MISCELLANEOUS BUSINESS 22 23 None was presented. 24 25 REPORT BY GENERAL MANAGER 26 27 Mr. Huffman reported to the Council that they only had one problem with the recent rains, being water in the coal 28 deposit area. He said the City used their sewer sucker to help get the water out and RP&L employees dug out 29 the coal that had washed into the hopper area. 30 31 Mr. Huffman reported they were in process of closing out their host agreement with EER Company for the LIMB 32 project,with equipment being transferred to RP&L in lieu of s small payment for the hardware. He said they will 33 wrap up the negotiations quickly on this. 34 35 Mr. Huffman updated the Board on the LIFAC host agreement and stated it was similar to the other host 36 agreement and that the Department of Energy is working on the agreement, but they have allowed go ahead with 37 the project before final signature. Mr. Huffman said some expenses on the project will start next week and four 38 engineers will be at RP&L to collect additional data. 39 40 Mr. Huffman said there will be one resident manager here by the first of the year and later more personnel at a 41 later date. He said they are anxious to be underway and it will be a prime display unit. Mr. Huffman said they are 42 very optimistic about the project and that it will hit 80%on the collection of sulfur dioxide. 43 44 Councilmember McBride asked if there were power outages during the recent thunder storms and Mr. Huffman 45 said very few and only briefly. 46 47 Councilmember Parker asked if the escalating fuel prices had affected the cost of coal and Mr. Huffman 48 explained they could affect the cost, but the oil prices were high when this contract was negotiated and the 49 contract can escalate, but does not go down and he was comfortable with the contract. 50 51 Councilmember Hutton announced the meeting for August 27, 1990 would be held at the Council Chambers at 52 7:00 PM in order that Council would be there for the budget adoption. 53 54 Chairperson Lundy asked about the overloaded coal truck and Mr. Huffman said when they purchase on the open 55 market they have less controls and some do come in heavy, but their regular vendor, Black Beauty is very legal. 56 Mr. Huffman added that the truck with the overload was coming in south of Richmond and did not go through. 57 58 ADJOURNMENT 59 60 There being no further business, on a motion duly made, seconded and passed the meeting was 61 adjourned. 62 63 64 65 Etta Lundy, Chairperson ATTEST: Mary Merchanthouse, City Clerk
