& LIGHT PLANT, AUGUST 6, 1990
1 The Common Council of the City of Richmond, Indiana, serving as a Board in charge of the operation of the
2 Richmond Power & Light Plant, met in regular session August 6, 1990 at the hour of 7:00 P.M. in the Municipal
3 Building in said City. Chairman Lundy presided with the following Councilmembers in attendance: Brookbank,
4 Hankinson, McBride, Parker, Hutton, and Morris. Absent: Paust. The following business was had to-wit:

8 Councilmember McBride moved to approve the minutes of the previous meeting as prepared, seconded by
9 Councilmember Parker and on unanimous voice vote the motion was carried.

57 Upon recornrnendation of the Finance Committee, Councilmember Elstro moved to approve the investments
58 purchased, transfers made and bills to be paid, seconded by Councilmember Hankinson and on unanimous voice
59 vote the motion was carried.

63 Chairperson Lundy commented on an article regarding the building of the proposed IMPA transmission station
64 and asked Mr. Huffman to give an update.

1 Mr. Huffman informed the Board they are going through a hearing regarding the environmental aspects of the
2 project. He said they anticipate getting complete authority to proceed with the project. Mr. Huffman said they
3 have released the project for fabrication/engineering.

5 Mr. Huffman there is no evidence to indicate any kind of environmental problem, only allegations being presented
6 and IMPA is submitting engineering studies and concrete evidence in contradiction. He said if the opposition
7 cannot submit concrete proof, the hearing Judge will have to OK the project and then all due process will have
8 been allowed.

12 Councilmember Hutton presented a letter from Mr. Richard Barker concerning the placement of the light poles on
13 East Main and if they allowed accessibility for wheelchairs. She said Mr. Barker had measured and there was
14 proper allowance for wheelchair passage.

26 Mr. Huffman told the Board he had already presented his report in his prior comments, but would be happy to
27 answer any questions of the Board.
