& LIGHT PLANT. NOVEMBER 20. 1989
1 The Common Council of the City of Richmond, Indiana,serving as a Board in charge of the operation of the
2 Richmond Power & Light Plant, met in regular session November 20, 1989 at the hour of 7:00 P.M. in the
3 Municipal Building in said City. Chairman McBride presided with the following Councilmembers in attendance:
4 Elstro, Lundy, Brookbank, Hankinson, Parker, Hutton, Morris and Paust. Absent: None. The following
5 business was had to-wit:

7 APPROVAL OF MINUTES OF NOVEMBER 6. 1989

9 Councilmember Paust moved to approve the minutes of the previous meeting as prepared,
10 seconded by Councilmember Parker and on unanimous voice vote the motion was carried.

55 Upon recommendation of the Finance Committee, Councilmember Elstro moved to approve the investments
56 purchased,transfers made and bills to be paid,seconded by Councilmember Paust and on unanimous voice

65 Councilmember Hutton presented a request from Mayor Frank H.Waltermann to upgrade the lighting in the City

1 Building parking lot. Mr. Barker presented an engineering design to the Board to replace the 175 W Mercury
2 lights with 100 W Sodiums for a reduction in the monthly billing to the City.

4 Councilmember Hutton moved to approve the plans for the upgrading of the lighting in the City Building parking
5 lot,seconded by Councilmember Morris and on unanimous voice vote the motion was carried.

7 REPORT BY GENERA.MANAGER

9 Mr. Richard Barker told the Board that he had no formal report, but that at the Executive Board meeting on
10 November 27, 1989 the Board would be presented the 1990 budget.

12 Councilmember Elstro requested a copy be provided to the Board members prior to the meeting.

14 Chairman McBride commented on the letter regarding the reconstruction of East Main Street and Mr. Barker said
15 that RP&L was only making small cuts across the street and not making any cuts the length of the street. He
16 added that Richmond Power& Light was also ready to go anytime with the replacement of the existing lights. He
17 said they have not received a response from the general contractor,but are having a meeting with them next
18 week.
