& LIGHT PLANT. NOVEMBER 6. 1989
1 The Common Council of the City of Richmond, Indiana,serving as a Board in charge of the operation of the
2 Richmond Power& Light Plant, met in regular session November 6, 1989 at the hour of 7:00 P.M. in the Municipal
3 Building in said City. Chairman McBride presided with the following Councilmembers in attendance: Elstro,
4 Lundy, Brookbank, Hankinson, Parker, Hutton, Morris and Paust. Absent: None. The following business was
5 had to-wit:

7 APPROVAL OF MINUTES OF OCTOBER 16, 1989

9 Councilmember Hankinson moved to approve the minutes of the previous meeting as prepared,
10 seconded by Councilmember Brookbank and on unanimous voice vote the motion was carried.

55 Upon recommendation of the Finance Committee, Councilmember Elstro moved to approve the investments
56 purchased,transfers made and bills to be paid,seconded by Councilmember Hankinson and on unanimous voice

65 Councilmember Brookbank asked about the lights on Reeveston Road and the Clerk informed the Board that the

1 Board of Public Works and Safety had approved the request and they had been forwarded to be engineered and
2 installed.

4 Mr. Huffman added that the request had progressed through the normal channels, but this is a busy time and it
5 was not a priority like East Main and the Hills Pet Food Project.

7 REPORT BY GENERAL MANAGER

9 Mr. Huffman reported to the Board that RP&L had made three cuts across East Main Street to facilitate the
10 reconstruction of the street and they had been properly backfilled. He stated that RP&L does not have the
11 problems that other utilities have with the project since they have to go down deeper and then backfill which will
12 create a problem all through the winter.

14 Mr.Huffman further stated that this is a very large project and it will be very difficult for all involved to continue
15 with the project and keep the street open for traffic. Mr. Huffman said they will keep the street lights going as long
16 as possible and there will be a coordination problem down stream to get the lights changed over and reconnected.

18 Mr. Huffman said that none of the utilities are placing blame,but are trying to assist each other,but the
19 circumstances with the conditions of the roadway will not get better until the project is finished.

21 Mr. Huffman added that he was glad to see the South L Street construction, since that would assist with east/west
22 traffic in the City.

24 Mr. Huffman also reported that the last three months should show the finances of RP&L in the black and they
25 have sold power cheaper this year than the year before.

27 Chairman McBride commented on the state of confusion on 27 North a few years ago when it was undergoing
28 some construction, but that people forget the inconvenience.
