APRIL 3, 1989 1 The Common Council of the City of Richmond, Indiana,serving as a Board in charge of the operation of the 2 Richmond Power & Light Plant, met in regular session April 3, 1989 at the hour of 7:00 P.M. in the Municipal 3 Building in said City. Chairman McBride presided with the following Councilmembers in attendance: Elstro, 4 Lundy, Brookbank, Hankinson, Parker, Hutton, Morris and Paust. Absent: None. He said they should be able to construct 30 ft. per week and 59 hopefully 50 ft. Mr. Huffman said it was a very interesting project and there are very few construction firms in the 60 country with the skills to do the stack. Mr. Huffman added that the rate payers need to know they are paying for 61 the stack and with a cost of 3,000,000.00 they will loose 300,000.00 in interest revenue annually. 62 63 Councilmember Elstro asked when the stack would be completed and Mr. Huffman said by September or October 64 and they will do all change over for the dampers, etc. during the fall outage. 65 RP&L Minutes Cont'd April 3, 1989 Page 2 1 STREET LIGHT COMMITTEE REPORT 2 3 Councilmember Hutton stated she had investigated the request of Councilmember Paust for lights on Commerce 4 Drive and she will forward a request to the Board of Public Works and Safety. 5 6 UNFINISHED BUSINESS 7 8 None. 9 10 REPORT BY GENERAL MANAGER 11 12 Award Bids for Three Vehicles 13 14 Vehicle I 15 16 Mr.Huffman reported to the Board that the bid of Fred First Ford, Inc.of Richmond that had been questioned for 17 proper form was indeed submitted on proper form, being a new 95 form approved by the State. 18 19 Mr.Huffman recommended on the award for one 1989 three or four door sedan that the bid be awarded to Jay 20 County Motors of Portland, In for a 1989 Dodge Omni at a net price of 6,700. He said Jay County Motors did not 21 meet all specifications since they bid cloth seats rather that the plastic seats in the specifications, but with the 22 difference in price being so great, 990.00 lower than the nearest vendor, they decided to go with the cloth seats. 23 24 Councilmember Hankinson moved to award the bid for one 1989 Dodge Omni to Jay County Motors, Inc. of 25 Portland, Indiana at a net price of 6,700. as the lowest bidder,seconded by Councilmember Hutton and on a 26 voice vote with Councilmember Brookbank abstaining the motion was carried. 27 28 Vehicle II 29 30 Mr. Huffman recommended the bid for one 1989 three or four door sedan be awarded to Jay County Motors, Inc. 31 for a net price of 6,400.00 and to allow the exception of cloth seats rather than plastic seats. Mr. Huffman pointed 32 out that the next nearest vendor was 1,240. higher in price. 33 34 Councilmember Hankinson moved to award the bid for one 1989 Dodge Omni to Jay County Motors at a net bid 35 of 6,400.as the lowest bidder,seconded by Councilmember Parker and on a voice vote with Councilmember 36 Brookbank abstaining the motion was carried. 37 38 Vehicle III 39 40 Mr. Huffman recommended that the bid for one 1989 1/2 ton pick up truck be awarded to Tom Brookbank 41 Chevrolet at a net price of 10,423 being the lowest bidder. It was noted that Tom Brookbank Chevrolet took 42 exception to the class of springs set out in the specifications and the lower weight was acceptable. 43 44 Councilmember Hankinson moved to award the bid for one 1989 1/2 ton Chevy Pick Up Truck to Tom Brookbank 45 Chevrolet, seconded by Councilmember Hutton and on a voice vote with Councilmember Brookbank abstaining 46 the motion was carried. 47 48 Councilmember Parker noted that he had no problem with Councilmember Brookbank abstaining on votes that 49 were a possible conflict of interest, but that the Board needed to give approval for her to abstain. He suggested 50 that the Board make a formal motion to allow Councilmember Brookbank to abstain from voting in all cases of 51 interest conflict for the remainder of 1989 and so moved. The motion was seconded by Councilmember Morris 52 and was carried on unanimous voice vote. 53 54 MISCELLANEOUS BUSINESS 55 56 Mr. Huffman commented that Richmond Power& Light was a weather related business and they did have the 57 weather radar signal coming into the community. He said the radar showed some very severe weather north of 58 Evansville and possibly it would move to the south of Richmond, but they would keep their crews prepared. 59 60 ADJOURNMENT 61 62 There being no further business,on a motion duly made,seconded and passed the meeting was 63 adjourned. 64 65 Don McBride, Chairman ATTEST: Mary Merchanthouse, City Clerk
