HomeMy Public PortalAboutResolution 21-24 Recreation Fees 191 City of McCall RESOLUTION 21-24 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MCCALL, IDAHO, DEFINGING TERMS USED WHEN SETTING RECREATION FEES; RATIFYING THE CALCUALTIONS TO SET FEES CHARGED FOR THE SERVICES OF THE RECREATION DEPARTMENT;ESTABLISHING A REFUND POLICY;ESTABLISHING A SCHOLARSHIP AND DISCOUNT POLICY;AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the Idaho Code § 50-303 authorizes cities to provide recreation programs to citizens and Idaho Code § 63-1311 authorizes cities to charge fees to fund such programs and the City Council uses that authorization to fund Recreation Department programs; and WHEREAS, Resolution 14-21, adopted December 18, 2014, was adopted to ratify calculations to set fees charged for services of the recreation department, and to establish a policy for refunds, scholarships, and discounts; and WHEREAS, the difficulty to recruit volunteer coaches creates challenges for staff; and WHEREAS, the guidelines do not address credit card usage and cancelation refunds; and WHEREAS,the ever-growing and evolving needs of the City requires staff duties to be realigned; and WHEREAS,the Parks and Recreation Advisory Committee and staff have identified the recreation program fee guidelines adopted December 18, 2014, need revision to meet current needs. NOW THEREFORE, BE IT RESOLVED by the Mayor and Council of the City of McCall that: SECTION 1: Definitions: (A)Resident is a person or family who lives inside the city limits (B)Non-Resident is a person or family who lives outside the City limits (C)Household is those persons living together in the same dwelling unit. (D)Recreation card entitles non-residents to pay resident fees for all programs for the year. It is valid for one-year from the date of purchase. SECTION 2: Calculation for fees: (A)Cost of the program is calculated by: The Instructors Fees plus Supply Cost plus Rental Cost plus Miscellaneous Cost = Subtotal plus 10% for Administrative Cost=Total Cost of the Program Resolution 21-24 Recreation Fee Guidelines Update June 24,2021 Example: Instructor Fees $100 + Supplies $100+Rental Cost$50 +Misc. $0 = $250 + 10% ($25)_$275 Total Cost of the Program (B)Fees per Person is calculated by: The Cost of the Program divided by the number of participants(number of participants to be determined by the Recreation Supervisor)=Fee per participant Example: $275/10 people=$27.50 per person for class $275/20 people= $13.75 per person (C)Each class will have a minimum and a maximum number of participants to be determined by the Recreation Supervisor. If the minimum is not reached, the class is cancelled. (D)Non-Resident Fee is 50% more than Resident Fees based on the calculation in section 2 (B). (E) Recreation Cards are $40 per household and will entitle the owner of the card to pay resident fees for all programs. (F) Participants enrolling after the start of the program will be pro-rated based upon the number of weeks left for that program. SECTION 3: Refunds: (A)If the class the participant has registered for is cancelled, total refund will be issued. (B)If a registered participant decided not to attend a program, the participant may request a refund prior to the program beginning,a total refund,less a$4 processing fee will be issued. (C)Refunds will not be given for partial participation in a program. (D)Refund credit vouchers will be good for 1-year from the date of issue and may be used for any Recreation Department activity. (E) If a participant is physically unable to participate and has a letter from a physician stating such, a pro-rated refund credit voucher will be issued. The vouchers will be prorated based upon the number of sessions left for that program. (F) Refunds will not be granted for McCall Recreation Cards. (G)Applications for refunds must be submitted to the Parks and Recreation Department. SECTION 4: Scholarships and Discounts: (A)Direct Cost recovery for programs for youth, seniors and individuals with disabilities shall be relatively low based on the formula for determining fees and charges, and adjusted by scholarship, discount, or waiving fees outright based on need. Resolution 21-24 Recreation Fee Guidelines Update June 24,2021 (B) Scholarships are available for participants to help offset the cost of the programs. Eligible recipients may receive up to a 100% fee waiver if they meet the guidelines established. (C) Scholarship forms may be obtained at the Parks and Recreation Department,online,or City Hall. All forms must be submitted to the Recreation Supervisor for review and then to the Parks and Recreation Director for approval. Volunteers who are head coaches or instructors of classes, who has a child participating in the program they are instructing or volunteering for, will receive a program fee waiver to cover 100% of the program fee for one child SECTION 5: Effective Dates: The above standards are effective immediately upon adoption and shall remain in effect until further action by the City Council.
