1 The Common Council of the City of Richmond, Indiana,serving as a Board in charge of the operation of the
2 Richmond Power&Light Plant, met in regular session February 6, 1989 at the hour of 7:00 P.M. in the Municipal
3 Building in said City. Chairman McBride presided with the following Councilmembers in attendance: Lundy,
4 Brookbank, Hankinson, Parker, Hutton, and Morris. Absent: Elstro and Paust. The following business was had
5 to-wit:

7 APPROVAL OF MINUTES OF JANUARY 17. 1989

9 Councilmember Hankinson moved to approve the minutes of the previous meeting as prepared,
10 seconded by Councilmember Parker and on unanimous voice vote the motion was carried.

47 Upon recommendation of the Finance Committee, Councilmember Hankinson moved to approve the investments
48 purchased,transfers made and bills to be paid,seconded by Councilmember Hutton and on unanimous voice
49 vote the motion was carried.

55 STREET LIGHT COMMITTEE REPORT

57 Councilmember Hutton said she would be forwarding a request to the Board of Public Works and Safety for a
58 street light on Liberty Avenue. She said she had also investigated a request for a light in an alley and informed
59 the persons involved that lights were not furnished in alleys, but suggested that they might contact their neigh-
60 bors about a security light.

62 Councilmember Parker asked Mr. Delmer Cox if he would report a section of street lights on US 40 West that were
63 blinking off and on.

5 REPORT BY GENERAL, MANAGER

7 Mr. Delmer Cox,representing Mr. Huffman,told the Board that Mr:Huffman,Councilmembers Paust and Elstro
8 and Mr.Richard Barker were in attendance at the Legislative Conference and meetings with the APPA. Mr. Cox
9 had no additional report,but invited questions from the Board members.

11 Chairman McBride asked about the progress on the stack and Mr.Cox said the pilings were all in place and forms
12 for concrete were constructed.

14 Councilmember Hankinson said he was aware that some cement had been poured.

18 There being no further business,on a motion duly made,seconded and passed the meeting was ad-
19 journed.
