THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, MARCH 9, 2023 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., in the Council Chambers in the Municipal Building, 50 North 5th Street, Richmond, Indiana. CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson, Emily Palmer and Matt Evans. Also in attendance were Kim Vessels, Assistant City Attorney; Monica Burns, Deputy City Clerk; Lieutenant Donnie Benedict; Kara Noe, Purchasing; Derek Hill, Director of Code Enforcement; Sherrie Richey and Bill Henry, Code Enforcement; Greg Stiens, Director of Public Works and Engineering; Denise Retz, Parks Superintendent; and Media. APPROVAL OF MINUTES Ms. Palmer moved to approve the minutes of March 2, 2023, supported by Mr. Evans. Upon a vote viva voce, the motion carried. CLAIMS FOR PAYMENT Mr. Evans moved to approve Claims for Payment for March 10, 2023 in the amount of Two Hundred Twenty Nine Thousand Four Hundred Fourteen Dollars and seven cents ($229,414.07), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT Mr. Evans moved to approve the Payroll Claims for Payment for March 10, 2023 in the amount of Seven Hundred Seventy Four Thousand Eight Hundred Twenty Three Dollars and fifty one cents ($774,823.51), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. Mr. Evans moved to approve a Special Run that was an adjustment to the Payroll Claims for Payment for March 10, 2023 in the amount of Two Hundred Thirty Dollars and eighty cents ($230.80), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. Mr. Evans moved to approve the AFSME Stipend Payroll Claims for Payment for March 10, 2023 in the amount of Eighty Seven Thousand Nine Hundred Seventy Five Dollars and no cents ($87,975.00), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. Board of Works Minutes March 9, 2023 PAYROLL CLAIMS FOR PAYMENT FOR PENSION - None REQUESTS • HANDICAP SIGN RENEWALS 325 SW 5th Street 31 NW 17th Street 213 NW "H" Street 108 NW 18'1' Street 213 South 7th Street 738 South 10th Street Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried. • STREET CLOSURES Test Intermediate School's 100th Birthday Party On May 9, 2023 from 3:00 p.m. to 7:00 p.m. the request is •for the closure of South "A" Street between 22nd and 23rd Streets. Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. Main Street Richmond Car Show On June 17, 2023 from 8:00 a.m. to 5:00 p.m. the request is for the closure 10th Street from North "A" Street to South "A" Street. The request also is asking fbr a Noise Variance for the DJ that will be at the event. Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried. BID OPENINGS • HEAVY CITY-OWNED VEHICLE TOWING There was a bid opening at the March 2, 2023 meeting for towing contracts. One bid was overlooked for Heavy City-Owned Vehicles so it was read at this meeting. That bid was as follows: Pardo's Service Inc. Confirmation of Publication— 20 Richmond Avenue & 2.25 North 19th Street Mr. Evans moved to accept Proof of Publication for both properties, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. 2. Bid Openings Those bids are as follows: 1) Reddog Enterprises - $1,200.00 2) S&M Home Solutions - $650.00 These bids were taken under advisement. 3. Public Hearing on cost to be incurred and bids received. Ms. Robinson opened the Public Hearing. There being no one for or against, the Public Hearing was then closed. • DEMOLITION — 225 NORTH 19" STREET 1. Bid Openings Those bids are as follows: 1) Cox Excavating Plus - $15,000.00 2) Mikesell Excavating - $1.3,400.00 3) B&B Construction of Richmond - $13,000.00 These bids were taken under advisement Board of Works Minutes March 9, 2023 2. Public Hearing on cost to be incurred and bids received Ms. Robinson opened the Public Hearing. There being no one for or against, the Public Hearing was then closed. BID AWARDS • COMMUNITY CROSSINGS STREET REHABILITATION PROJECT Milestone Contractors L.P. The State of Indiana and the City will each contribute 50% of the cost of$187,332.50 Not to exceed $374,665.00 Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried. CONTRACTS - None CHANGE ORDERS — None ADDENDUMS • ADDENDUM NO. 1 TO CONTRACT NO. 91-2022 — RINEHART LAWN CARE AND LANDSCAPING The City wishes to continue to retain Contractor to continue to provide services in connection with weed abatement for the 2023 calendar year. Not to exceed $60,000.00 Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. RESOLUTIONS - None PETITIONS • CURB CUT 1111 Archdale Drive Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried. MISCELLANEOUS • CERTIFICATE OF APPOINTMENTS — PROBATIONARY OFFICERS Board of Works Minutes March 9, 2023 Ms. Robinson read off the names of gentleman that were accepted and appointed as Probationary Officers.
