Home My Public Portal AboutResolution No. 24-014 - Resolution authorizing a sole source contract with Hydra Service Inc. for the purchase of a submersible replacement pump for pump station no. 11-ASponsored by: Interim City Manager RESOLUTION NO. 24-014 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, AUTHORIZING THE INTERIM CITY MANAGER TO ENTER INTO A SOLE SOURCE CONTRACT WITH HYDRA SERVICE, INC., IN AN AMOUNT NOT TO EXCEED TWENTY-EIGHT THOUSAND, SIX HUNDRED THIRTY DOLLARS ($28,630.00), FOR THE DIRECT PURCHASE OF A SUBMERSIBLE REPLACEMENT PUMP FOR PUMP STATION NO. 11-A, WITHIN THE CITY; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City's Lift Station No. 11-A located near Bahman Avenue and Sesame Street has experienced mechanical failure to one of the two submersible pumps in the station. The Interim City Manager recommends purchasing a new unit; and WHEREAS, the pump that failed at Lift Station 11-A, was installed on March 20, 2012, making it nearly 12- years old. There is currently a back-up pump taking its place; and WHEREAS, the repair of this pump is estimated to cost in the range of $10,000 to $13,000; and WHEREAS, industry standards indicate that the life expectancy of a pump is between ten and twenty years. Rather than repair this pump, the Interim City Manager has determined this to be an appropriate opportunity to replace it with a grinder pump which grinds up material entering the wastewater system before it has the opportunity to clog up the system and create back-ups; and WHEREAS, the Pump Station was designed for ABS pumps, the new pumps must be from the same manufacturer to avoid costly pump station modification; and WHEREAS, Hydra Services, Inc. is the only authorized ABS pump dealer in the State, necessitating these pumps be procured through this vendor; and WHEREAS, the Interim City Manager recommends the City Commission authorize the purchase a submersible pump for lift station No. 11-A from the sole source vendor Hydra Service, Inc. in the amount Twenty -Eight Thousand, Six Hundred Thirty Dollars ($28,630.00); and WHEREAS, Hydra Service, Inc., located in DeBary, Florida is a sole source distributor contracted for Selzer wastewater (formerly ABS) products, which territory includes the entire State of Florida; and Resolution No. 24-014 WHEREAS, Pursuant to Section 2-318(1)(b) and 2-318(1)(c) of the City's Purchasing Ordinance 20-07, "b. A contract may be awarded without competition when the city manager makes a written determination, after conducting a good faith review of available sources, that there is only one (1) source for the required supplies or contractual service. The city manager shall conduct negotiations as appropriate to price, delivery and terms. A record of sole source procurement shall be maintained as a public record and shall list each contractor's name, amount and type of each contract, and the identification number of each contract file; c. All sole source procurements, where the cost of the supplies or contractual services exceeds twenty- five thousand dollars ($25, 000. 00), shall be authorized by the city commission"; and WHEREAS, the City Commission finds that it is in the best interests of the City and its residents to purchase a Submersible Replacement Pump for Lift Station No. 11-A within the City from sole source supplier Hydra Service, Inc. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA LOCKA, FLORIDA: Section 1. RECITALS ADOPTED. The recitals to the preamble herein are incorporated by reference. Section 2. AUTHORIZATION The City Commission of the City of Opa-Locka, hereby authorizes the Interim City Manager to enter into a sole source contract with Hydra Service, Inc., in an amount not to exceed Twenty -Eight Thousand, Six Hundred Thirty Dollars ($28,630.00), for the direct purchase of Submersible Replacement Pumps for Pump Station No. 11-A, within the City and in a contact form to be approved by the City Attorney. SECTION 3. SCRIVENER'S ERRORS. Sections of this Resolution may be renumbered or re -lettered and corrections of typographical errors which do not affect the intent may be authorized by the City Manager following review by the City Attorney and without need of public hearing, by filing a corrected copy of same with the City Clerk. Section 4. EFFECTIVE DATE. This Resolution shall be effective immediately upon adoption hereof and approval by the Governor of the State of Florida or Governor's designee.
