The following were noted present: Mayor Daniel J. Barney, MMC, Municipal Clerk. Noted absent was Borough Attorney Robert J. Bergen, Esq., Law NOTED ABSENT Director. The Municipal Clerk stated that the 2018 Meeting Notice was mailed STATEMENT OF MEETING to The Home News Tribune, The Star Ledger and posted on the Bulletin NOTICE Board on December 28, 2017. Notice was published in The Home News Tribune and The Star Ledger on January 5, 2018. The meeting was opened with a minute of silent prayer and the Pledge SILENT PRAYER/ PLEDGE of Allegiance by Councilmember Krum. OF ALLEGIANCE 1 APRIL 5, 2018 ZONT. MINUTES FOR APPROVAL Upon MMS &C by Councilmembers Diaz and Krum and unanimous affirmative vote of the full Council present, the Minutes of March 22, 2018 were approved as transcribed and engrossed by the Clerk. ORDINANCE #18 -6 was Introduced and Adopted on First Reading and FIRST READING- the Municipal Clerk Authorized and Directed to advertise same for Public Hearing to be held April 19, 2018. Upon MMS &C by Councilmembers Diaz and Bellino. Upon Individual Roll Call Vote Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. ORDINANCE #18 -6 DRDINANCE #18 -6 "AN ORDINANCE OF THE BOROUGH OF CARTERET ADOPTING THE `ORDINANCE ADOPTING THE HILLTOP REDEV. PLAN" HILLTOP REDEVELOPMENT PLAN" The clerk stated that Ordinance #18 -5 was introduced and adopted DRDINANCE #18 -5 on First Reading on March 22, 2018. It was duly published in Home `SALARY ORDINANCE RE: News Tribune on March 26, 2018 with notice that it will be USCME LOCAL #2291 & PBA considered for final passage after Public Hearing to be held on April 5, LOCAL #47" 2018 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon MMS &C, by Councilmember Diaz and Johal and Unanimous affirmative vote of the full Council present, Mayor Reiman declared the Public Hearing open. There being no comments or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Diaz and Bellino and unanimous Affirmative vote of the full Council present. Upon MMS &C, by Councilmembers Diaz and Krum ORDINANCE #18 -5 " AN ORDINANCE TO AMEND ORDINANCE #71 -9 ESTABLISHING SALARY SCHEDULES AND FIXING THE MATTER OF PAYMENTS OF SALARIES FOR VARIOUS OFFICIALS AND EMPLOYEES OF THE BOROUGH OF CARTERET" V APRIL 5, 2018 CONT. was finally adopted. Upon individual roll call vote Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Reiman Advertised as Finally Adopted: April 10, 2018 Robert J. Bergen, Esq., Law Director was noted present at Approximately 6:01 p.m. Mayor Reiman opened a Public Hearing of the 2018 Local Municipal Budget. Upon MMS &C, by Councilmembers Diaz and Krum and unanimous affirmative vote of the full Council present, the meeting was opened for public input. There being no comments or objections, Upon MMS &C by Councilmembers Diaz and Bellino and unanimous affirmative vote of the full Council present, the Public Hearing was closed. A copy of each Resolution was placed on the table for public review prior to the meeting in accordance with the Rules of Council and Upon MMS &C, by Councilmembers Diaz and DiMascio and unanimous affirmative vote of the full Council present, the meeting was opened for public input on all Resolutions / Agenda items and new Business. There being no further comments or objections to the Resolution / Agenda items or New Business, Upon MMS &C by Councilmembers Diaz and Naples and unanimous affirmative vote of the full Council present, the public portion of the meeting was closed. Professional Services — Atlantic Environmental Solutions, Re: Preliminary Assessment of Block 2102, Lot 8 Resolutions #18 -65 thru #18 -77 were introduced by Mayor Reiman and referred to the Council for action: Councilmember Krum asked about #11, drainage and improvements at Carteret Park. Mayor Reiman stated this is surveying around the Monument where the water pools, as far as grading and elevation. Councilmember Bellino asked if there are any restrictions based on what the lease would going to be for. Mayor Reiman said that it has to be for school use, we are in discussions with Acelero. They are currently in Carteret and operate Head Start. 4 APRIL 5, 2018 CONT. Council President DiMascio asked if the Mayor knows what business is COUNCIL PRESIDENT looking to acquire the property in West Carteret. DIMASCIO Mayor said yes and we are in negotiations. The Mayor issues the following Proclamations: PROCLAMATIONS PROCLAMATION SEXUAL ASSAULT SEXUAL ASSAULT AWARENESS MONTH AWARENESS MONTH WHEREAS, Sexual Assault Awareness Month and the observance of "Denim Day" are intended to draw attention to the fact that sexual violence is widespread and has public health implications for every community member of Middlesex County, including lifelong mental health impact; and WHEREAS, sexual assault, sexual abuse and sexual harassment impact our community as seen by statistics indicating 1 in 4 girls and 1 in 6 boys are sexually assaulted before age 18; and WHEREAS, we must work together to educate our community about what can be done to prevent sexual assault and how to support survivors; and WHEREAS, staff and volunteers of anti - violence and prevention programs in Middlesex County including the Middlesex County Center for Empowerment and Sexual Violence Prevention Coalition encourage every person to speak out when witnessing acts of violence, however small, and to challenge the social constructs that continue to perpetuate a culture of violence; and 7 APRIL 5, 2018 CONT. WHEREAS, the New Jersey Sex Crimes Officers Association and the Middlesex County Sex Crimes Liaison Officers in connection with the Middlesex County Prosecutor's Office are dedicated to ensuring the effective investigation and prosecution of sex crimes in our community through interagency collaboration and training; and WHEREAS, with leadership, dedication, and encouragement, there is compelling evidence that we can be successful in reducing sexual violence in Middlesex County through prevention education focused on increasing gender equity and bystander intervention, increased awareness, and holding perpetrators who commit acts of violence responsible for their actions; and WHEREAS, throughout the month of April, 2018, Middlesex County strongly supports the efforts of national, state, and local partners, and of every citizen to actively engage in public and private efforts, including conversations about what sexual violence is; how to prevent it; how to help survivors connect with services; and how every segment of our society can work together to better address sexual violence; NOW, THEREFORE, I, MAYOR DANIEL J. REIMAN, do hereby proclaim April 2018 as SEXUAL ASSAULT AWARENESS MONTH and that we join anti - sexual violence advocates and support service programs in the belief that all community members must be part of the solution to end sexual violence and encourage the observation of Denim Day on Wednesday, April 25, 2018. DISTRACTED DRIVING PROCLAMATION DISTRACTED DRIVING PROCLAMATION WHEREAS, distracted driving is possibly the most serious safety issue on our roadways; and WHEREAS, the National Highway Traffic Safety Administration reports that in 2015 alone 3,477 people were killed in distracted driving crashes and an estimated 391,000 people were injured in motor vehicle crashes involving a distracted driver; and WHEREAS, in New Jersey, driver inattention was listed as a contributing circumstance in 52 percent of the state's crashes in 2015 at a rate nine times higher than that of the next highest contributing factor - speed; and WHEREAS, Law enforcement officers from the Carteret Police Department will be cracking down on distracted drivers during April as part of New Jersey's UDrive. UText. UPay. enforcement campaign; THEREFORE, BE IT RESOLVED that I, Mayor Daniel J. Reiman, do hereby proclaim the month of April 2018 as UDrive. UText. UPay. during Distracted Driving Awareness Month in the Borough of Carteret.
