RESOLUTION NO. 24-017
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
OPA-LOCKA, FLORIDA, AUTHORIZING THE RETIREMENT
AND CONVEYANCE OF THE CITY OF OPA-LOCKA POLICE
DEPARTMENT CANINE THOR TO HIS HANDLER; PROVIDING
FOR INCORPORATION OF RECITALS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, Canine Thor is a 3 year 11 -month -old, intact male Belgian Malinois,
who was obtained by the City of Opa-locka Police Department on March 24, 2021; and
WHEREAS, Canine Thor has been with his current handler, Officer Victor
Riveron since December 15, 2022; and
WHEREAS, Canine Thor has been diagnosed by his veterinarian, Dr. Herrington,
with multiple ongoing comorbidities making him unfit to return to active duty; and
WHEREAS, pending final disposition, Officer Victor Riveron releases the City of
Opa-locka for any and all liability on behalf of the canine, as documented by the attached
signed release form, attached hereto as Exhibit "A"; and
WHEREAS, the City Commission of the City of Opa-Locka finds that it is in the
best interest of the Opa-locka Police Department and Canine Thor that the dog be retired
and donated to his handler, Officer Victor Riveron.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF OPA LOCKA, FLORIDA:
Section 1. RECITALS ADOPTED.
The recitals to the preamble herein are incorporated by reference.
Section 2. AUTHORIZATION
The City Commission of the City of Opa-Locka hereby authorizes the retirement
and conveyance of the City of Opa-Locka Police Department Canine Thor to his
handler, Officer Victor Riveron.
Section 3. SCRIVENER'S ERRORS.
Sections of this Resolution may be renumbered or re -lettered and corrections of
typographical errors which do not affect the intent may be authorized by the
Interim City Manager, following review by the City Attorney and without need of
Resolution No. 24-017

Section 4. EFFECTIVE DATE.
This Resolution shall take effect immediately upon adoption and is subject to the
approval of the Governor or his designee.

Staff Summary:
Canine Thor is a 3 year 11 -month old, intact male Belgian Malinois, who was obtained by the City of Opa-

To whom it may concern,
This letter is regarding canine officer Thor, a 3 -year llmonth old, intact male Malinois, handler
Riveron. My understanding is that medical recourses for the ongoing veterinary care of Thor
have reached the limit. Thor has multiple ongoing comorbidities that will require further
medical expense. Thor is presently unfit for return to active duty.

RETIRED ANIMAL CUSTODY AFFIDAVIT
Pursuant to the City of Opa-locka and approval by the City of Opa-locka Board of
Commissioners, authorization is hereby granted to place retired animal, Canine Thor, a Belgian
Malinois, in custody of Officer Victor Riveron of the Opa-Locka Police Department.
CRITERIA
Attached herein is an email from Dr. James Herrington, a licensed veterinarian, VCA Hollywood
Animal Hospital, under care agreement with the City of Opa-locka, Police Department. The
email certifies that the above mentioned animal no longer meets the requirements for service
with the City of Opa-locka.
Furthermore, where appropriate, Officer Victor Riveron meets the requirements to adopt or
receive the above mentioned animal. Also, a Release has been fully signed and witnessed
which holds harmless and fully indemnifies the City of Opa-locka, their employees and agents
for any acts of the retired animal.

HISTORY
K9 Thor - ID 0130
K9 Thor came to the department on March 246, 2021 and was assigned to Officer Louis XVI. K9
Thor completed K9 School on January 8, 2022.
According to Officer Louis XVI, K9 Thor completed approximately 10-20 deployments and had 5-
10 non -contact apprehensions. K9 Thor made one (1) contact apprehension on July 20, 2022.

On December .5, 2022, K9 Thor was reassigned to Officer Victor Riveron. K9 Thor attended
and successful y completed an additional K9 School at he Miramar Police Department
graduating on March 24, 2023.
DEPLOYMENTS WITH OFFICER VICTOR RIVERON
#1 Tuesday 4/4/23 @ 2110
REF CASE 23-0405-001
QTH: 2095 NW 141 ST
Synopsis: 22/32 aggravated assault. Subject was a black male wearing a black shirt with white
letters in the front and black shorts, approximately 6 feet tall. Subject was part of a 22 ring
with a Chop Shop at the above listed location. Assistance was requested from Miami Gardens
Police Department K-9 Units due the size of the perimeter.
K-9 Thor was deployed on the ground at approximately 2230 hours. Wind was out of the east.
The search was conducted out of the west using the wind to K-9 Thor's advantage. The first
business was not able to be checked due to three large dogs inside the property and no viable
access for K-9 Thor.
The second property was searched with negative results.
The area where the subject was last seen by CID units was searched. K-9 Thor alerted to a small
fenced area in car parking lot on the east side and confirmed by a Miami Gardens K-9 Team;
however, no subject was found.
#2 Wednesday 04/07/2023
QTR 1700 HOURS
CASE # 22-1005-018
QTH: 13875 NW 22ND AVE, APT 265 (BRICKS)
On Wednesday 04/07/2023 at approximately 1700 hours, I along my partner K9 Thor assisted
CID with the apprehension of a wanted subject identified as a black male. The incident location
was 13875 NW 22ND AVE, APT 265 (BRICKS). The apartment was located on the second floor on
the south building with the front door facing north.
The subject was last seen by units on scene hiding underneath the bed inside the last bedroom
facing south. K9 announcements were given in an effort for subject to surrender. Getting no
response, K9 Thor was casted inside the bedroom and commanded to find subject. During the
search the subject began verbally alerting that he would be surrendering. Subject gave up upon
deployment of K-9 Thor. Officer Riveron then secured his partner K9 Thor by his hardness and
began giving the subject loud and clear verbal commands. Subject was taken into custody by
assisting PRT units from Miami -Dade Police Department and turned over to Opa-Locka Police
Department units without incident. No further information.

14201 NW 23 PI (RESIDENCE)
Responded to a 26 in progress — black male wearing green hoodie in the rear of residence. K9
Thor used to clear the backyard. No alerts or change in of behavior, subject gone out of area
prior to arrival.

Signal: 32 Stabbing
Subject: B/M
Location: 500 Jann Ave Apt #7
K9 Thor was deployed to assist CID with the location of a stabbing subject who was possible
hiding inside of an empty apartment. Next door neighbors stated they heard noises from the
attic. After giving K9 announcements k9 Thor was given the search command. The deployment
produced negative results for a subject.
