Mentzer, J. Anderson,. W. Schempf, M. Krippel. ALSO PRESENT: P. J. Waldock, Village Planner K. Dania, Secretary Chairman Simmons called the meeting to order at 8:56 p.m. Roll call was taken. All members were present. There being no additions or corrections, Chairman Simmons declared the minutes of the March 20, 1990 meeting approved as presented. Case No. 261-32390V - Car Collection, Inc. - Ted Bensen, Owner Requesting a variance from sign regulations to allow an 81 sq. ft. sign 20 ft. in height where a 40 sq. ft. sign 10 ft. in height is the maximum allowed. Location: 23227 W. Lincoln Highway Mr. Waldock reported Car Collection is an existing auto dealership in the Route 30 commercial corridor. They have existing signage. With this proposal they intend to change the sign face and put a larger sign above the existing sign. They also propose the dismantling of a second freestanding sign that they have on their site. Petitioner is asking for an additional 56 square feet of freestanding signage to be added to the top of his present sign which is 25 sq. ft. and 15 ft. tall. It is felt that the proposal for an 81 sq. ft. sign at 20 ft. in height is not out of character with other car dealers in the area. The design appears tasteful and is adding a net signage area of 42 sq. ft. to existing totals for this site. Staff's findings are: 1) The variance would not provide a negative impact on surrounding properties; 2) Signage, as proposed, is tasteful and not out of character with adjacent properties; and 3) The signage proposal reduces the number of nonconforming signs on site. Mr. Waldock reported there is no real hardship in this case. It is more in the nature of what is presently allowed, what has the Village done through annexation agreements on adjacent sites, and how should car dealers be addressed in the Route 30 area. Staff recommends approval of the signage variance for Car Collection to allow an 81 sq. ft. ground sign of 20 ft. in height.
