RESOLUTION NO. 2015-3
A RESOLUTION APPROVING INDIANA HOUSING & COMMUNITY DEVELOPMENT
AUTHORITY (IHCDA) COMMUNITY DEVELOPMENT BLOCK GRANT - DISASTER RELIEF
H FOR CITY OF GREENCASTLE
WHEREAS, the undersigned, being the Members of the Common Council of the City of
Greencastle, organized and existing under the laws of the state of Indiana, (hereinafter referred to as the
"City%') hereby consent to take the following action without having a meeting. Subject to the terms,
limitations and conditions set forth below, the undersigned have considered and now adopt and approve
the following resolutions, as permitted by the City.
BE IT RESOLVED, pursuant to the authority vested in the Common Council of the City of
Greencastle, that the City is hereby authorized to take all steps necessary to apply for and accept money in
the form of a grant from the Community Development Block Grant Program— Disaster Relief 11,
administered by the Indiana Housing and Community Development Authority (IHCDA), in an amount
not to exceed Seven Hundred Seventy Thousand Dollars ($770,000.00) according to the terms and
conditions as are particularly set forth in the Lien and Restrictive Covenant Agreement and Award
Agreement between IHCDA and the City, a copy of which is attached hereto and made a part hereof.
BE IT FURTHER RESOLVED THAT any of the following City Officials be and hereby are
authorized, empowered and directed to execute, acknowledge and deliver in the City's name and on its
behalf, all applications, documents, covenants binding real estate, deeds, and instruments or writings as
are necessary and/or as appropriate to consummate the recoverable grant transactions, in a form and
manner as is acceptable to IHCDA:

GREENCASTLE
The undersigned, as President of the Common Council of the City of Greencastle (hereinafter
referred to as the City), organized and existing under the laws of the State of Indiana, hereby attests to the
making of the following resolution by the Common Council of the City of Greencastle. At its regular
meeting of the Common Council of the City of Greencastle, held on February 10, 2015, with sufficient
notice of the time and place of the meeting having been given and a quorum of the Council members
being present, as required by law, a majority of those council members present considered, discussed,
consented to, and adopted the following resolution:
BE IT RESOLVED, pursuant to the authority vested in the Common Council of the City
of Greencastle, that the City is hereby authorized to take all steps necessary to apply for and

A RESOLUTION OF THE GREENCASTLE COMMON COUNCIL
OF THE CITY OF GREENCASTLE CREATING THE
OBJECTIVES AND CRITERIA FOR THE ISSUANCE OF
ALCOHOLIC BEVERAGE PERMITS
PURSUANT TO I.C. 7.1 -3 -20 -16(2)
WHEREAS, during the 2005 legislative session, the Indiana General Assembly enacted
and the Indiana Governor signed Senate Enrolled Act 282, which is codified at I.C. 7.1-3-20 -
16(g), as modified in 2007; and
WHEREAS, the aforementioned legislation provides that the Indiana Alcoholic
.Beverage Commission may issue not more than ten (10) new (three -way, two -way, or one -way)
permits to sell alcoholic beverages for on- premises consumption to applicants, each of whom
must be the proprietor, as owner or lessee, or both, of a restaurant located within a qualifying
district, or not more than seven - hundred (700) feet from the district, that meets the statutorially
created boundaries and which are approximately described as Greencastle's Courthouse Square
Historic District; and
WHEREAS, the aforementioned legislation provides that the legislative body of the City
of Greencastle shall recommend to the Alcoholic Beverage Commission sites that are eligible to
be permitted premises; and
WHEREAS, the Common Council of the City of Greencastle is desirous of establishing
objectives and criteria for making a recommendation to the Alcoholic Beverage Commission.
THEREFORE, be it hereby resolved by the Common Council of the City of Greencastle
that the objectives and criteria for license allocation, in Attachment A attached hereto and made a
part hereof, should be, and are, hereby adopted and approved by the Common Council of the City
of Greencastle for purposes of establishing a criteria for recommending potential permit holders
to the Alcoholic Beverage Commission pursuant to Indiana law.
