Home My Public Portal AboutResolution No. 24-022 - Top Three shortlisted candidates for the City Manager PositionSponsored by: City Commission RESOLUTION NO. 24-022 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, AUTHORIZING THE SCHEDULING OF INTERVIEWS WITH THE TOP THREE SHORTLISTED CANDIDATES FOR THE POSITION OF CITY MANAGER AND PROVIDING FOR BACKGROUND CHECKS CONSISTENT WITH SECTION 2-3.1 OF THE CITY OF OPA-LOCKA'S CODE OF ORDINANCES; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, pursuant to Resolution 23-002, the City established a search committee to select a permanent City Manager, which consisted of the City Commission of the City of Opa-Locka; and WHEREAS, the City Commission has received and reviewed all applications for the position of City Manager; and WHEREAS, the City Commission desires to shortlist and subsequently interview the top three candidates for the position of City Manager; and WHEREAS, the City Commission selects the following three (3) shortlisted City Manager candidates for interviews: Louie Chapman Jr., Darvin E. Williams, Kemarr L. Brown; and WHEREAS, the City Commission also desires to select an alternate candidate to be selected on a separate ballot for which a background check shall be performed, if necessary. The alternate candidate shall be Edward Walker Dean; and WHEREAS, pursuant to Section 2-3.1 of the City of Opa-Locka's Code of Ordinances the City shall conduct state criminal background checks with the Florida Department of Law Enforcement and also national criminal background checks, credit checks, and Level 2 background checks with the Federal Bureau of Investigations for the position of City Manager; and WHEREAS, also pursuant to Section 2-3.1 of the City's Code of Ordinances, the information obtained from the background checks shall be used to determine a person's eligibility for employment or appointment and eligibility for continued employment and appointment; and WHEREAS, the City Commission previously authorized that all requested forms for shortlisted candidates be returned to the Human Resources Director within 48 hours of a request or the shortlisted candidate would be disqualified from further Resolution No. 24-022 consideration. The City Commission desires to continue this requirement for the shortlisted candidates and for the selected alternate. Specifically, an employment application form, to be prepared after February 9, 2024, and a background authorization form, to be prepared after February 9, 2024 shall be submitted to the Human Resources Director within 48 -hours from a request or the shortlisted candidate (including alternate) will be disqualified from further consideration; and WHEREAS, the City Commission has determined that it is in the best interests of the City and residents to authorize the scheduling of interviews with the top three shortlisted candidates for the position of City Manager and conduct Level 1 national credit and criminal background checks, and Federal Bureau of Investigations Level 2 criminal background checks and credit, background checks for each candidate pursuant to Section 2-3.1, City of Opa-Locka Code of Ordinances. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA LOCKA, FLORIDA: SECTION 1. RECITALS ADOPTED. The recitals to the preamble herein are incorporated by reference. SECTION 2. AUTHORIZATION The City Commission of the City of Opa-Locka hereby authorizes the scheduling of interviews with the top three shortlisted candidates, along with the necessary background checks for the position of City Manager, and further authorizes the selection of an alternate candidate and background checks consistent Section 2-3.1 of the City of Opa-Locka's Code of Ordinances. SECTION 4. REQUIREMENT FOR FORMS The City Commission of the City of Opa-Locka further provides that all requested forms to include an employment application form to be prepared after February 9, 2024, and a background authorization form, to be prepared after February 9, 2024 shall be submitted to the Human Resources Director within 48 - hours from a request for same. Failure to comply with a request for information by the Human Resources Director shall result in disqualification of the shortlisted applicant. SECTION 5. SCRIVENER'S ERRORS. Sections of this Resolution may be renumbered or re -lettered and corrections of typographical errors, which do not affect the intent of this Resolution may be authorized by the City Attorney, without need of public hearing, by filing a corrected copy of same with the City Clerk. 2 onna Flores, City Clerk Resolution No. 24-022 SECTION 6.
