IN CHARGE OF THE OPERATION OF THE RICHMOND POWER
& LIGHT PLANT, DECEMBER 1, 1986
1 The Common Council of the City of Richmond, Indiana, serving as a Board in charge
2 of the operation of the Richmond Power & Light Plant, met in regular session
3 December 1, 1986 at the hour of 7:00 P.M. in the Municipal Building in said City.
III 4 Chairman Elstro presided with the following Councilmembers present: Williams,
5 Brookbank, Hankinson, Whitesell, Parker, Hutton and Morris . Absent: None.
6 The following business was had to-wit:

8 APPROVAL OF MINUTES OF NOVEMBER 17, 1986

10 Councilmember Williams moved to approve the minutes of the previous meeting as
11 prepared, seconded by Councilmember Brookbank and on unanimous voice vote the motion
12 was carried.

14 APPROVAL OF BILLS, TRANSFERS AND INVESTMENTS

16 Upon recommendation of the Finance Committee, Councilmember Parker moved to approve
17 bills already paid, investments purchased, transfers made and bills to be paid as
18 follows, seconded by Councilmember Hankinson and on unanimous voice vote the motion
19 was carried.

44 REPORT BY GENERAL MANAGER

46 General Manager Huffman reminded the Board of the meeting on December 8, 1986 at
47 7:00 P.M. at the Service Building for the 1987 budget.

49 Mr. Huffman updated the Board on the EER-LIMB Project being performed on the boiler '
50 at RP&L. Mr. Huffman said that to thoroughly analize the characteristics of the
51 bioler EER had built a scale model of the boiler and injected a flow of air into
52 the model and the model produced different characteristics than anticipated.

III 54 Mr. Huffman stated that much preparation for the testing was done during the outage
55 time for maintenance on Unit 2. He said that EER found the model was excellent and
56 very close to actual conditions. Mr. Huffman stated he was very impressed with the
57 model.

59 Mr. Huffman indicated that EER leaves no stone unturned and know exactly what they
60 are doing. He said the information being collected now will help to design the
61 hardware to go into the boiler for the testing of the and they hope to install the
62 hardware this spring and test in the summer with the absorbant materials .

64 Mr. Huffman stated the testing will gain a lot of world wide attention and the
- 65 outgrowth will assist in solution to the control of acid rain and any future

3 Budget Billing Procedures

5 Councilmember Whitesell asked if there were budget billing procedures available for
6 RP&L customers and Mr. Huffman explained there were and those interested
7 needed to sign up for them this time of the year.

9 Councilmember Whitesell stated he had read about putting customers on the budget
10 billing procedure to assist in keeping a constant cash flow and Mr. Huffman indicated
11 that RP&L's load factor is high and therefore the cash flow is not affected that
12 badly.

14 Councilmember Whitesell commented that information on the budget billing could be
15 included in the new billing envelopes and that he was getting good comment on
16 information being included with the bills.

21 meeting was adjourned.
