PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, SERVING AS A BOARD
IN CHARGE OF THE OPERATION OF THE RICHMOND POWER
& LIGHT PLANT, NOVEMBER 3, 1986

1 The Common Council of the City of Richmond, Indiana, esrving as a Board in charge
2 of the operation of the Richmond Power & Light Plant, met in regular session
3 November 3, 1986 at the hour of 7:00 P.M. in the Municipal Building in said City.
4 Chairman Elstro presided with the following Councilmembers present : Williams,
5 Brookbank, Hankinson, Parker, Bodiker, Hutton and Morris . Absent: Whitesell.
6 The following business was held to-wit:

8 APPROVAL OF MINUTES OF OCTOBER 20, 1986

10 Councilmember Hankinson moved to approve the minutes of the previous meeting
11 as prepared, seconded by Councilmember Williams and on unanimous voice vote the
12 motion was carried.

14 APPROVAL OF BILLS, TRANSFERS AND INVESTMENTS

16 Upon recommendation of the Finance Committee, Councilmember Parker moved to approve
17 bils already paid, transfers made, investments purchased and bills to be paid
18 as follows, seconded by Councilmember Hankinson and on unanimous voice vote the
19 motion was carried. .

47 Councilmember Hankinson reported that upon request of Councilmember Whitesell
48 he had investestigated the Keyser Lane area for Street Lights. He said there
49 is current available and he recommended two (2) lights be added.

51 The recommendation will be forwarded to RP&L and the Board of Public Works and
52 Safety.

54 REMARKS BY CHAIRMAN

56 Chairman Elstro, reminded the Board of the special meetings for the budget on
57 November 10, 1986; November 24, 1986 and December 8, 1986. .

59 REPORT BY GENERAL MANAGER

61 Councilmember Hankinson asked Mr. Huffman about the excess. in KWH sales versus
62 KWH generated and purchased and Mr. Huffman explained thatRP&L was' it's own
63 customer and also included losses.

1 Councilmember Hankinson commented that the 19.21% gross profit was commendable.

3 Councilmember Morris stated she was conveying a concern of Firehouse No. 6
4 regarding .their parking area being damaged from RP&L trucks and asked if it
5 could be repaired.

7 Mr. Huffman stated he would investigate and added that he did not understand
8 why this was not- reported direct to RP&L.

10 ADJOURNMENT

12 There being no further business, on a motion duly made, seconded and passed,
13 the meeting was adjourned.
