BACKGROUND: The National League of Cities (NLC) is hosting the Congressional City Conference on March 26 to 28, 2023 in Washington, D.C. Mayor Ann Schneider requests authorization to attend the conference. Pursuant to Millbrae Municipal Code 2.15.220, out-of-state travel requires the approval of the City Council. Millbrae Municipal Code 2.15.220 (Authorization for out-of-state travel) states: "Before travel expenses to out-of-state destination may be allowed, prior authorization for such travel must have been obtained from the City Council and the mode of such travel approved thereby. Said authorization shall not be granted unless the Council is satisfied that attendance at such convention, conference or meeting will be of benefit to the City and further that there are sufficient funds budgeted and available thereby." DISCUSSION: The National League of Cities Congressional City Conference brings local leaders' voices to Washington, DC. The conference offers the opportunity to meet with federal decision -makers and peers from around the country to strategically and effectively position local priorities into the national conversation. The conference will include sessions on a variety of topics, such as infrastructure, public safety, community resilience, funding opportunities, and federal regulations. Mayor Ann Schneider stated her interest in attending the conference is to receive training on accessing federal infrastructure funds, meeting with our federal representatives, and visiting the offices of the House "Quiet Skies Caucus" members, who review Federal Aviation Administration (FAA). The FAA is up for reauthorization and is critical for noise impacts on Millbrae.
