IN CHARGE OF THE OPERATION OF THE RICHMOND POWER
& LIGHT PLANT, OCTOBER 20, 1986
1 The Common Council of the City of Richmond, Indiana, serving as a Board in charge
2 of the operation of the Richmond Power & Light Plant, met in regular session
3 October 20, 1986 at the hour of 7:00 P.M. in the Municipal Building in said City.
4 Chairman Bistro presided with the following Councilmembers in attendance:
5 Williams, Brookbank, Hankinson, Whitesell, Parker, Hutton and Morris . Absent:
6 Bodiker. The following business was had to-wit:

8 APPROVAL OF MINUTES OF OCTOBER 6, 1986

10 Councilmember Hankinson moved to approve the minutes of the previous meeting as
11 prepared, seconded by Councilmember Hutton and on unanimous voice vote the motion
12 was carried.

14 APPROVAL OF BILLS AND INVESTMENTS

16 Upon recommendation of the Finance Committee, Councilmember Parker moved to
17 approve the following bills already paid, investments purchased and bills to be
•
18 paid, seconded by Councilmember Hankinson and on unanimous voice vote the motion
19 was carried.

35 REMARKS BY CHAIRMAN •

37 Chairman Bistro reminded the Board of the regular meeting at the RP&L Service
38 Building on October 27, 1986 at 7:00 P.M.

40 REPORT BY GENERAL MANAGER

42 General Manager Huffman informed the Board that they had received an invitation
43 from Mr. Bill King regarding joining the Indiana Chamber of Commerce. Mr. Huffman
44 said they do currently utilize the legislative services and pay for them. He
45 stated the membership fee is now at a special rate of 200.00 instead of the
46 regular 500.00. Mr. Huffman stated they also participate in chamber
47 workshops and if they are a member they will be saving workshop fees .

49 In response to Councilmember Morris, Mr. Huffman explained that the legislative
50 services provides an almost daily progress report on bills from introduction to
51 the governor and is a very helpful service.

53 Councilmember Morris stated the Chamber does lobby for issues that are not always
54 favorable to municipalities and she has concerns with that.

56 Mr. Huffman stated that the good services outweigh the bad and if RP&L is a member
57 they would at least have a voice and could state objections and opinions on
58 issues .

60 Mr. Huffman stated the special membership fee is a good offer and he expects the
61 fee for next year will return to the 500.00 amount .

63 Councilmember Hankinson moved to authorize the General Manager to join the State
54 Chamber of Commerce, seconded by Councilmember Brookbank and on a voice vote the
65 the motion was carried.

1 Councilmember Whitesell asked who's' responsibility it was to clean up the area
2 around the Williamsburg Pike substation.

4 Mr. Huffman stated it was still under construction, but they could cut the weeds .
5
6 Councilmember Whitesell asked about the outage this morning and Mr. Huffman
7 said a transformer switch had been left on removal of the transformer and that
8 wither an insulator or switch had failed. He- said the inconvenience was due to
9 having to isolate the fault and switch the station.

13 Representative to All American City Conference

15 Councilmember Williams moved to authorize the President of the Richmond Power
16 & Light Board of. Directors to represent the Board at the All American City
17 Conference in Kansas City, seconded by Councilmember Hankinson and on unanimous
18 voice vote the motion was carried.

20 Mr. Huffman commented that there would also be representatives from Richmond Power
21 and Light attending.
