Chairman 4 Elstro presided with the following Councilmembers in attendance: Williams, 5 Brookbank, Hankinson, Whitesell, Parker, Bodiker, Hutton and Morris . Absent: 6 None. The following business was had to-wit: 7 . 8 APPROVAL OF MINUTES OF SEPTEMBER 15, 1986 9 1.0 Councilmember Hankinson moved to approve the minutes of the previous meeting as 11 prepared, seconded by Councilmember Brookbank and on unanimous voice vote the 12 motion was carried. 13 14 APPROVAL OF BILLS, TRANSFERS AND INVESTMENTS 15 16 Councilmember Parker moved to approve the following bills already paid, transfers 17 made, investments purchased and bills to be paid, seconded by Councilmember Hankinson 18 and on unanimous voice vote the motion was carried. 19 20 Bills Already Paid: 21 Payroll and Deductions 9/_17/86 158,120.87 22 23 Transfers from Cash Operating Fund to: 24 Depreciation Reserve Fund 91,000.00 25 BOnd Sinking Fund 71,521.87 26 Cash Reserve Fund 172,224.00 27 Total Transfers 334,745.87 III 28 29 Investments Purchased From: 30 Cash Operating Fund 1,115,245.86 31 Bond Sinking Fund 179,377.21 32 Cash Reserve Fund 321,392.38 33 Depreciation Reserve Fund 1,616,904.27 34 Total Investments 3,232,919.72 35 36 BOnds and Coupons Redeemed 3,937.50 37 38 Miscellaneous Bills Already Paid 897,318.72 39 40 Total Bills Not Paid 852,488.20 41 • 42 Total Approved Bills 5,479,530.88 43 44 STREET LIGHT COMMITTEE REPORT 45 46 Councilmember Hankinson reported that the petitions presented to the Board of 47 Works had been approved. 48 49 Councilmember Whitesell requested a street light be considered for Keyser Lane. 50 51 REPORT BY GENERAL MANAGER 52 III53 General Manager Huffman informed the Board that successful negotiations had been 54 completed with IBEW Local 1395 for a contract from October 1, 1986 through September 55 30, 1986. He, said there were not many contract changes and there would be a 4% 56 increase in wages each year. 57 58 Councilmember Hankinson moved that the Board of Directors of Richmond Power & Light 59 accepts the agreement ratified by the employees of Richmond Power & Light which 60 provides contract revisions and a specified wage increase effective October 1, 1986 61 and also October 1, 1987, seconded by Councilmember Elstro and on unanimous voice 62 vote the motion was carried. 63 :64 Councilmember Bodiker requested copies of the agreement be forwarded to the Board 65 and Mr. Huffman stated they would be available to the Board upon execution.
