ESDE4 0 � o 2198 Main Street Vote: 5-0-0 Brewster, MA 02631-1898 3 (508) 896-3701 x1133 o �\ ~x'114,--= brewplan@brewster-ma.gov °j NOHPON i�� BREWSTER PLANNING BOARD ouniinnnN��o�\\"� 10, ,0u JOINT MEETING WITH SELECT BOARD MEETING MINUTES Monday, July 11, 2022 at 6:00 pm Brewster Town Office Building (virtual) Chair Madalyn Hillis -Dineen convened a remote special meeting of the Planning Board held jointly with members of the Select Board at 6:43 pm with the following Planning Board members participating remotely: Amanda Bebrin, Charlotte Degen, Tony Freitas, Rob Michaels, Elizabeth Taylor, and Alex Wentworth. Also participating remotely: Lynn St. Cyr, Senior Department Assistant. The Select Board Members participating remotely were Cynthia Bingham, Mary Chaffee, Ned Chatelain, Kari Hoffmann, and David Whitney. Also participating remotely: Peter Lombardi, Town Administrator, Donna Kalinick, Assistant Town Administrator, and Jill Scalise, Housing Coordinator. This meeting will be conducted by remote participation pursuant to Chapter 20 of the Acts of 2021. No in-person meeting attendance will be permitted. If the Town is unable to live broadcast this meeting, a record of the proceedings will be provided on the Town website as soon as possible. The meeting may be viewed by: Live broadcast (Brewster Government TV Channel 18), Livestream (livestream,brewster-ma.,qov), or Video recording (tv,brewster-ma.ciov). Hillis -Dineen declared that a quorum of the Planning Board was present. 6: 43 PM PUBLIC HEARING Review of Final Housing Production Plan Update and Potential Vote to Approve. Documents: • 07/07/22 Comments Resolutions Matrix 07/08/22 Memorandum from Donna Kalinick, Jill Scalise, and Barrett Planning Group LLC • Implementation Strategies Table • Housing Production Plan Judi Barrett and Alexis Lanzillotta of Barrett Planning Group participated in the meeting remotely. Kalinick introduced and thanked Jill Scalise and Alexis Lanzillotta for all their work on the Housing Production Plan (HPP) Update. She acknowledged the Housing Partnership, the lead committee for the update, and thanked all the boards, committees, staff, and residents who participated in the update. Lanzillotta reviewed the project timeline and noted that the final plan will be submitted to the Department of Housing and Community Development (DHCD) once approved by the Select Board and Planning Board. Lanzillotta reviewed the sources of input for the draft HPP update which included feedback from the June 6, 2022 presentation to the Select Board and Planning Board, feedback from the June 16, 2022 Brewster Housing partnership meeting which included approximately 30 community participants, written comments received through June 20, 2022, and additional feedback from the Housing Partnership provided during their June 30, 2022 meeting. Lanzillotta reviewed changes to the June 6, 2022 HPP update including consolidation of strategies (29 to 22), addition of description of the Town's Environmental Justice (EJ) Population designation to the Needs Assessment, minor adjustments to maps based on feedback from the Housing Partnership, inclusion of an Implementation Table developed by Town staff that outlines likely responsible parties, potential timeframes, and other information relating to each recommendation, addition of a glossary of housing terms in the appendix, and other edits based on community feedback outlined in the Comments Resolutions Matrix (CRM). Lanzillotta summarized the consolidation of strategies including nonconforming lots (former #3) being removed and included under the use of 40B (current #16), the Housing Opportunity Fund (former #11) has been folded into the exploration of funding based upon the BAHT financial plan (current #9), the partnership with the Brewster Housing Authority (former #13) has been removed and programming suggestions for the BHA have been added under partnerships for direct assistance (current #22), the Community Land Trust (former #14) has been removed but CLTs are discussed under a new strategy regarding public/private partnerships (current #17), the BAHT/BHA strategic plan (former PB Minutes 07/11/22 Page 1 of 2 #18) has been removed, multiple strategies regarding community education have been folded into a consolidated strategy regarding a housing education plan (current #14), and design guidelines related to multifamily housing (former # 24) has been removed and design standards or guidelines are discussed in the narrative of current strategy #3. Lanzillotta reviewed the Environmental Justice (EJ) designation, which is income based, added to the HPP Update. She stated that in 2021, the state updated its EJ policy and in doing so EJ census blocks were mapped throughout the state based on criteria including household income, minority population, and limited English proficiency populations. She noted two block groups based on Census data with income levels trending down. Lanzillotta summarized updates to three maps that included Census blocks of 0%. She explained updates were made to be truer to the on the ground situation, so a range was used instead of just 0. Lanzillotta referenced the Implementation Table that was created by staff and is included in the HPP update. She outlined information contained in the table. Lanzillotta reviewed other changes included in the Comments Resolutions Matrix including more detail in the Needs Assessment about Brewster's history exploring the residential exemption, detail regarding Town -owned properties with existing structures in strategy #12, the addition of strategy #17 discussing private/public partnerships, and the addition of narrative in strategy #19 that the Town should explore expanding the Town Administration budget to include the Housing Coordinator role. Lanzillotta reviewed the next steps including any revisions to the plan needed because of tonight's meeting and the submission of the plan to DHCD upon adoption by the Select Board and Planning Board. Lanzillotta noted that the date of approval will be retroactive to the date the plan was submitted to DHCD unless DHCD requests changes. Taylor asked about support available to those in affordable rental units and homes. She also asked if rent control is being considered within the state. Lanzillotta directed Taylor to strategy #22 for information on direct assistance through the Town and the possibility of additional opportunities. Lanzillotta further stated that there are two voucher programs available through the Town for rental assistance as well as a buy down program. Barrett stated that she does not believe there is any serious discussion happening about legalizing rental control in Massachusetts. Scalise noted that the Town does have a rental assistance program and provides outreach and support to affordable homeowners including assistance through the Community Block Grant program which helps low to moderate income homeowners pay for critical home repairs. Degen suggested putting the strategies into clusters for ease of review. Lanzillotta responded that the strategies are grouped within categories such as regulatory and education and advocacy but suggested it may be less overwhelming to the reader if the Implementation Table created by staff was moved in the plan to before the strategies. Bebrin stated that the Vision Planning Committee has worked closely with Scalise and other housing stakeholders in Town so that the Local Comprehensive Plan's housing building block is aligned with the HPP. Motion by Degen to Accept the Housing Production Plan Update, as presented and understanding that updates from tonight's meeting will be included. Second by Bebrin. Roll call vote: Bebrin-aye; Wentworth -aye; Freitas - ayes Michaels -aye; Degen-aye; Taylor (abstained due to technical difficulty); and Hillis -Dineen. Vote: 6-0-1. Motion by Hoffmann to Accept the Housing Production Plan Update as presented tonight, including the addition of the Implementation Table. Second by Chaffee. Roll call vote: Bingham -yes; Hoffmann -yes; Chatelain-yes; Chaffee -yes; and Whitney -yes. Vote: 5-0.0. Motion by Bebrin to Adjourn the Planning Board Meeting. Second by Degen. Roll call vote: Bebrin-aye; Wentworth -aye; Freitas -aye; Degen-aye; Taylor -aye; Michaels -aye; and Hillis -Dineen -aye.
