BACKGROUND: The Bay Area Water Supply and Conservation Agency (BAWSCA) was created on May 27, 2003 to represent the interests of 24 cities and water districts, and two private utilities, in Alameda, Santa Clara and San Mateo counties that purchase water on a wholesale basis from the San Francisco (Hetch Hetchy) Regional Water System. Millbrae is a member of BASWSCA. BAWSCA provides the ability for the customers of the regional system to work with San Francisco on an equal basis to ensure a reliable supply of high -quality water at a fair price. BAWSCA has the authority to coordinate water conservation, supply, and recycling activities for its agencies; acquire water and make it available to other agencies on a wholesale basis; finance projects, including improvements to the regional water system; perform regional water supply reliability planning; and build facilities jointly with other local public agencies or on its own to carry out the agency's purposes. BAWSCA is governed by a 26 -member Board of Directors comprised of respected community leaders representing the 24 cities and water districts that are member agencies of BAWSCA, and two private utilities that also have appointees to the board, Stanford University and California Water Service Company. At the January 10, 2023 City Council meeting, Mayor Ann Schneider was appointed to fulfill the remaining term of Daniel F. Quigg until June 30, 2023. Page 1 of 2 18025000.1 BAWSCA Appointment Page 2 of 2 DISCUSSION: BAWSCA encourages the City to make appointments to the Board of the Bay Area Water Supply and Conservation Agency (BAWSCA) and the Bay Area Regional Water System Financing Authority before June 30, 2023, so that the City is continuously represented. The City Council can appoint its representative for an unlimited number of terms or for a four-year term from July 1, 2023, to June 30, 2027. The statutory qualifications are that the appointee must be a resident of and a registered voter in the City of Millbrae. Appointment must be made by the action of the full City Council at an agendized public meeting with a motion duly passed and recorded in the meeting minutes. BAWSCA recommends that the same appointee serves on both boards. Although the two boards have distinct roles, they are closely related. The familiarity with the issues gained through service on one board will be useful in participating on the other. Additionally, having the same person appointed to both boards assures greater continuity in presenting the City's perspective and interest. FISCAL IMPACT: There is no fiscal impact.
