HomeMy Public PortalAboutLease For Telecommunications Facility (August 2022)Town of Brewster, Massachusetts Request for Proposals (RFP) Lease of Yankee Drive Water Storage Tank Property for Telecommunications Facility The Town of Brewster, Massachusetts, acting through its Select Board, the awarding authority, is accepting proposals to lease two (2) available antenna-mounting spaces at the Water Tank No. 2 located on 23 Yankee Drive and a portion of the land at the perimeter of the Water Tank No. 2 to a single telecommunications provider or company for the purpose of installing on the tank and on the land personal wireless communications facilities and related apparatus. Location 1 is located on the roof handrail. Location 2 is located on the shell near the roof line, in three (3) set sectors evenly spaced around the tank. It is anticipated that the successful proposer will use one of the Locations and sublease the other Location. The term of the lease will be ten (10) years, with options to extend the term of the lease for two (2) additional terms of five (5) years each, for a term of twenty years (20) in total. The Request for Proposal (RFP) is available at the Town Administrator’s Office, Town Offices, 2198 Main Street, Brewster, MA 02631, from 8:30 a.m. to 4:30 p.m. or can be requested via email from Donna J. Kalinick, Procurement Officer, dkalinick@brewster-ma.gov. Proposers may correct, modify or withdraw proposals, in writing only, not less than forty- eight (48) hours prior to the date set for proposal opening. Corrections or modifications must be in a sealed envelope when submitted. Each original proposal must be delivered together with five (5) additional copies plus an electronic copy on a thumb drive in a sealed envelope clearly marked "Request for Proposals: Yankee Drive Water Tank Lease - Telecommunications Facility": Proposals will be accepted until September 20, 2022 at 11:00 AM at the Town Administrator’s Office at the Brewster Town Hall. The annual rent for both Location # 1 and Location # 2 shall not be less than Eighty-Two Thousand Dollars ($82,000) per year, and the rent shall increase annually during the term of the lease by four percent (4%). Proposers are encouraged to offer more than the minimum rent as price is one of the comparative criteria. The successful proposer must also pay the Town at least forty percent (40%) of gross sublease rent received by the proposer from subleasing one of the Locations. All proposals shall remain open and available for acceptance by the Town for a period of one hundred twenty (120) calendar days from the deadline for submission, or until any and the lease has been executed, or this Request for Proposals is cancelled, whichever occurs first. The Town of Brewster reserves the right to reject any or all proposals, waive informalities, and to award the lease in the best interest of the Town.
