RESOLUTION NO. 24-023
A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA, FLORIDA,
ESTABLISHING A LUMP -SUM BONUS PAYMENT
POLICY PURSUANT TO SECTION 215.425, FLORIDA
STATUTES; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Section 215.425, Florida Statutes prohibits extra compensation being
made to any officer, agent, employee, or contractor after the service has been rendered
unless implemented through a lump sum bonus payment policy; and
WHEREAS, Section 215.425, Florida Statutes specifically requires that the award
of a bonus must be based on actual work performance and pursuant to standards and an
evaluation process; and
WHEREAS, any policy designed to implement a lump sum bonus payment policy
must: (a) base the award of a bonus on work performance; (b) describe the performance
standards and evaluation process by which a bonus will be awarded; (c) notify all
employees of the policy, ordinance, rule, or resolution before the beginning of the
evaluation period on which a bonus will be based; and (d) consider all employees for the
bonus; and
WHEREAS, as an incentive for City of Opa-Locka staff's dedication, the City
Commission of the City of Opa-Locka ("City") will provide a one-time merit bonus
payment in the amount of Two Hundred Fifty Dollars ($250.00) per employee, in
accordance with Section 215.425, Florida Statutes; and
WHEREAS, full-time and part-time employees will be considered to receive
the bonus payment; and
WHEREAS, to be eligible, the employee will need to demonstrate satisfactory
performance consistent with the criteria set forth in Exhibit "A" attached hereto
following the passage of this Resolution; and
WHEREAS, after passage of this Resolution and before the beginning of the
evaluation period from March 1St to May 31st, the city administration must notify all
employees of this Resolution and describe the performance standards and evaluation
process; and
WHEREAS, there are currently One Hundred Thirty -Six (136) full-time
employees and Twenty -Two (22) part-time employees onboard. If all employees
qualify for this bonus, this will add approximately Fifty -One Thousand Dollars
Resolution No. 24-023
($51,000.00) of compensation expense, including wages, FICA / Medicare and
retirement. It will also add approximately another Four Thousand, Seven Hundred
Dollars ($4,700.00) to the Workers Compensation Audit to be completed next fall.
This additional expense will either be covered by vacancy savings in each division, if
available or otherwise will be addressed in the next budget amendment; and
WHEREAS, following notice to all employees, the evaluation must be completed
and submitted to the Interim City Manager for review and final determination. This
will be a one-time bonus and is not intended to increase an employee's regular salary;
and
WHEREAS, the City Commission of the City of Opa-Locka finds that it is in the
best interest of the City and its residents to authorize the Interim City Manager to provide
a one-time merit bonus, in the amount of Two Hundred Fifty Dollars ($250.00) per
employe, to City employees who demonstrate performance based on the criteria
provided in Exhibit "A" attached hereto. The bonus shall in no way consider any past
performance evaluations.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF OPA LOCKA, FLORIDA:
SECTION 1. RECITALS ADOPTED.
The recitals to the preamble herein are incorporated by reference.
SECTION 2. AUTHORIZATION
The City Commission of the City of Opa-Locka hereby authorizes the City Interim
Manager to provide a one-time merit bonus, in the amount of Two Hundred Fifty
Dollars ($250.00), for City employees who meet the criteria set forth in Exhibit "A"
attached hereto.
SECTION 3. SCRIVENER'S ERRORS.
Sections of this Resolution may be renumbered or re -lettered and corrections of
typographical errors, which do not affect the intent of this Resolution may be
authorized by the Interim City Manager, following review by the City Attorney,
without need of public hearing, by filing a corrected copy of same with the City
Clerk.
SECTION 4. EFFECTIVE DATE
This Resolution shall take effect upon the adoption and is subject to the approval
of the Governor or Governor's Designee.

A resolution of the City Commission of the City of Opa-locka authorizing the City Manager to provide a one-
time merit bonus in the amount of $250 per employe to City employees who demonstrate satisfaction
performance on their annual evaluation.
Staff Summary:
As an incentive for City staffs dedication, the City Commission will provide a one-time merit bonus payment
in the amount of $250 per employee. Full-time and part-time employees will be considered to receive the
bonus payment. To be eligible, the employee will need to demonstrate satisfactory performance on their
annual evaluation. The evaluation must be completed and submitted to the City Manager for review and final
determination. This will be a one-time bonus and is not intended to increase an employee's regular salary.

Upon passage and before the beginning of the evaluation period, City Administration must notify all employees

Financial Impact: There are currently 136 full-time employees and 22 part-time employees onboard. If all

Staff recommends the City Commission authorize the City Manager to provide a one-time merit bonus in the
amount of $250 to each City employee who demonstrate satisfaction on their performance evaluation.

LUMP SUM BONUS PAYMENT POLICY
SECTION I. DEFINITIONS
(a) City Manager means a person or persons designated by the governing
authority to serve as the City Manager for the City of Opa-Locka.
(b) Employee means all City of Opa-Locka employees.
SECTION II. EMPLOYEE BONUS: PERFORMANCE STANDARDS AND
EVALUATION PROCESS
Bonus Funds
At any one time during a calendar year, the City Commission of the City of Opa-
Locka shall review its financial situation and determine if funds are available for
the distribution to city employees. Said determination shall be made after a
recommendation from the City Manager. The amount of any bonuses may vary
from year to year, depending upon the financial situation of the City and at its
sole discretion. There may be no bonuses if circumstances do not warrant that
bonuses be awarded.
Eligibility
All employees of the City shall be eligible for consideration for a bonus unless
disallowed by any collective bargaining agreement for employees who are
members of a collective bargaining unit, if applicable.
Qualifications
For the purpose of determining employees who may be awarded a bonus, the
following work performance factors shall be considered:
a) Positive Attitude
b) Sustained Attendance and Punctuality
c) Teamwork
d) Demonstrated Leadership
e) Demonstrated Loyalty to the Job
f) Productivity (completes tasks efficiently)
g) Self -Motivation
h) Skills (speed, accuracy, quality of work)
i) Professionalism
j) Inter -personal Skills
k) Self -Improvement and Professional Development over past year.
1) No more than one Action Form/ Corrective Action within last 6 months of
start of evaluation period for bonus.
Evaluation Period
Notice for the first evaluation period after the initial passage of this resolution
shall take place on February 16th, 2024. The evaluation period shall run from
March 1st through May 31st . The City Manager shall conduct a review of all the
city employees, meet with supervisors, where applicable, and evaluate each
employee's work performance. In no way shall past evaluations be used.
Based on the previous listed qualifications the City Manager shall provide
his/her report to the Human Resources Department for each eligible employee
as to whether that employee should or should not receive a bonus and the
specific amount up to a maximum of $250.00 per individual.
The determination as to whether the Interim City Manager is to receive a bonus
shall remain within the sole discretion of the City Commission.
SECTION III. NOTIFICATION OF BONUSES
All employees shall receive notification of the opportunity to receive a bonus
along with the criteria for a bonus upon passage of a bonus resolution.
The bonus notification and criteria shall be posted in a visible location that is
likely to be seen by employees and other appropriate notices shall also be shared
with all employees.
All employees shall receive notification of qualification for a bonus at the end of
the evaluation period on which the bonus will be based.
