HomeMy Public PortalAbout06-02-1986 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A BOARD IR CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT, JUNE 2, 1986 III1 The Common Council of the City of Richmond, Indiana, serving as a Board in charge 2 of the operation cf the Richmond Power & Light Plant, met in regular session June 3 2, 1986 at the hour of 7:00 P.M. in the Municipal Building in said City. Chairperson 4 Elstro presided with the following Councilmembers present: Williams, Brookbank, 5 Hankinson, Whitesell, Parker, Hutton, Bodiker and Morris. Absent: None. The 6 following business was had to-wit: 7 8 APPROVAL OF MINUTES OF MAY 19, 1986 9 10 Councilmember Hankinson moved to approve the minutes of the previous meeting as 11 prepared, seconded by Councilmember Brookbank and on unanimous voice vote the motion 12 was carried. 13 14 APPROVAL OF BILLS, TRANSFERS AND INVESTMENTS 15 16 Upon recommendation of the Finance Committee, Councilmember Parker moved to approve 17 bills already paid, transfers made, investments purchased and bills to be paid 18 as follows, seconded by Councilmember Hankinson and on unanimous voice vote the 19 motion was carried. 20 21 Bills Already Paid 22 Payroll and deductions 5/16/86 155,251.34 23 24 Transfers from Cash Operating Fund to: 25 Utility Bond Sinking Fund 71,521 .87 III26 Depreciation Reserve Fund 91,000.00 27 Cash Reserve Fund 144,094 .50 28 Total Transfers 306,616.37 29 30 Investments Purchased from: 31 Depreciation Reserve Fund 876,826.00 32 Utility Bond Reserve Fund 133,751.00 33 Cash Operating Fund 790,000.00 34 Cash Reserve Fund . 318,169.00 35 Utility Bond Sinking Fund 143,043.75 36 Total Investments 2,261,789.75 37 38 Miscellaneous Bills Already Paid 816,678.26 39 40 Total Bills Not Paid 520,281.76 41 42 Grand Total of All Approved Bills 4,060,617.48 43 44 REPORT OF GENERAL MANANGER 45 46 Mr. Delmer Cox represented Mr. Huffman at the meeting. Councilmember Brookbank 47 asked about approval for the City Attorney to attend the APPA conference and 48 Chairman Elstro stated he did not feel it was necessary to have approval of the 49 full board. 50 51 Councilmember Hankinson stated he felt the attendance of the City Attorney should 52 be approved by Board action and moved to approve the attendance of the City Attorney - 53 at the APPA Conference. Councilmember Brookbank seconded the motion. 54 55 Councilmember Bodiker asked how many were attending and Chairman Elstro indicated 56 the Mr. Barden, Mr. Huffman, Mr. Barker and himself would be attending. 57 58 The motion to allow the City Attorney to attend the APPA Conference with RP&L paying 59 expenses was approved by a unanimous voice vote of the Board. 60 61 Councilmember Whitesell asked Mr. Cox how close the Turbine Project was to completion 62 and Mr. Cox stated he did not know, but would get the information. 63 RP&L Minutes Cont'd June 2, 1986 Page 2 1 Councilmember Hankinson asked if the list of items to be stored in the proposed 2 garage had been prepared and Chairman Elstro stated it had not since Mr. Huffman 3 had been out of town. 4 5 Councilmember Hankinson asked that this be followed through since he woule be 6 interested in knowing the items to be stored and the replacement costs of the items. 7 8 The Council was informed that the list was being worked on and would be completed 9 soon. 10 11 ADJOURNMENT 12 13 There being no further business, on a motion duly made, seconded and passed the 14 meeting was adjourned. 15 16 17 18 Howard J.
