HomeMy Public PortalAboutORD-CC-1986-05CITY OF MOAB ORDINANCE NO. 86-05 AN ORDINANCE ESTABLISHING THAT NUMBERS BE PLACED ON ALL HOUSES, TRAILER HOUSES, AND BUSINESSES WITHIN THE CITY LIMITS OF MOAB, PROVIDING ENFORCEMENT PROVISIONS THEREFOR AND ESTABLISHING3 PENALTIES FOR VIOLATIONS The City Council of the City of Moab ordains as follows: Section 1: The Moab City Council has determined that the health, welfare and safety of the Citizens of Moab require that all residences and businesses within the City be properly marked with a street number. Section 2: Effective Sixty (60) days from the date of this Ordinance, every home owner and business owner in Moab City shall be required to display on the front of such residence or business a series of numbers that identify the street address of such home or busi- ness. Such numbers shall be no less than 3 inches high and shall be clearly legible from the center of the street. Section 3: In order to effectuate such Ordinance the Moab City Building Inspector is directed to conduct a survey and identify those homes and businesses that do not have a street address number displayed. He shall then be required to personally contact each of those home owners or business owners to determine whether or not a street number has been assigned to said home or business. In the event that no number has been assigned to such home or business he shall assign a number thereto. Section 4: All assignments of new numbers shall be in writing and addressed to the owner. A duplicate copy of such notice shall be retained by the building inspector for the City Records. In the course of contacting the individual home and business owner, the building in- spector shall advise them that the City has passed an ordinance requiring every home and business owner with- in the City to display a street number within Sixty (60) days following passage of ordinance, and request they comply with the ordinance. Section 5: Following the expiration of Sixty (60) days from the passage of this ordinance the building in- spector shall compile a list of all the homes or busi- ness owners who have failed to comply with the ordi- nance. He shall notify each noncomplying home or business owner advising them that they must install a street number within Twenty (20) days, and further advising them that if they fail or refuse to do so that the City will install such number and bill the owner for the cost thereof as provided in the ordinance. A copy of the ordinance shall accompany the notice. Section 6: Should any home or business owner fail to comply with this ordinance following the expiration of final notice the building inspector shall cause the street address number to be installed by the City Work Crew. Following such installation the building inspec- tor shall send the home or business owner a bill for the sum of Twenty ($20.00) Dollars. Such $20.00 fee for installing the street number is herby declared to be a legitimate municipal charge and if not timely paid the City Treasurer shall be required to collect said sum in the same manner as other City Bills. Section 7: In all cases when the building inspector issues a building permit for a home or business that has not been assigned an address number he shall assign a number for said home or businees as a part of the building permit. Section 8: For the purpose of this ordinance the words home owner" or "business owner" shall also refer to "occupant" of home or business. Except when indicated otherwise, Notice is proper if made in person or by Certified Mail with return receipt attached. PASSED, this2lst day of October 1986. ATTEST: in 'Sandr E.
