Call to Order: Mr. Hayes called the meeting to order at 4:34 pm.
Declaration of a Quorum: A quorum was present. All members were participating remotely
and confirmed that they could hear each other.
Meeting Participation Statement: Mr. Gallagher read the following meeting participation
statement: This meeting will be conducted by remote participation pursuant to Chapter 20 of the
Acts of 2021. No in-person meeting attendance will be permitted. If the Town is unable to live
broadcast this meeting, a record of the proceedings will be provided on the Town website as
soon as possible.
Mr. Gallagher was monitoring the public comment/question email address and confirmed that no
questions or comments had been received.
Regular Session:
• Reorganization of the Board of Assessors:
Mr. Hayes nominated Ms. Barker to fill the vacancy of Vice Chair. Ms. Barker seconds
the motion. Roll call vote:.Hayes- aye; Barker- aye; motion approved unanimously.
Report of the Deputy Assessor:
Motor Vehicle Excise Commitment 4 was received for processing and will be issued on
July 18, 2022 and due August 17, 2022.
Calendar 2021 Residential building permit activity has been inspected. Calendar 2021
Commercial building permit activity has almost been completed. We will be preparing to
set the FY2023 Real Estate and Personal Property values in the coming months.
FY2023 Personal Exemption applications have been mailed and we began accepting
completed Disabled Veteran applications. We expect to have a new way to access Blind
Certificates through the Department of Revenue to assist our blind taxpayers, but DOR is
still working on security for sensitive information.

Senior Tax Exemption applications will start being reviewed through the Council on
Aging after July 15, 2022.
• Review and approve Regular Session Meeting Minutes: June 7, 2022 No action taken
at this time
• Uncollectible Boat Excise Abatements: We received a list of 14 tax bills for FY2022
with deceased boat owners from the Treasurer's Office dated July 12, 2022. Ms. Barker
made a motion to abate the uncollectible boat excise bills as presented, Mr. Hayes
seconds the motion. Roll call vote: Hayes- aye; Barker- aye; motion approved
unanimously.
• Uncollectible Motor Vehicle Excise Abatements: We received a list of deceased motor
vehicle owners from the Treasurer's Office dated July 12, 2022. The list included one
bill from FY2018, 2 bills from FY2019, 5 bills from FY2020, 6 bills from FY2021 and 4
bills from FY2022. Mr. Hayes made a motion to abate the uncollectible motor vehicle
excise bills as presented, Ms. Barker seconds the motion. Roll call vote: Hayes- aye,
Barker- aye; motion approved unanimously.
• Authorization to sign FY2023 Department of Revenue Forms on behalf of the Board
of Assessors: Mr. Hayes made the motion to allow the Deputy Assessor to sign and
submit various Forms, including but not limited to LA -3, LA4, LA -5, LA - 13, and the
Tax Rate Recap to the Department of Revenue via Gateway, Ms. Barker seconds the
motion. Roll call vote: Hayes- aye; Barker- aye; motion approved unanimously.
• Matters Not Reasonably Anticipated by the Chair: None at this time.
• Next Meeting: The next Board of Assessors meeting will be determined, with two
meetings scheduled for August (either August 9th and 23rd, or the 16th and 30th)
Executive Session (To comply with or act under the authority of any general or special law or
federal grant-in-aid requirements: MGL Chap 59 Sec. 60 and MGL Chap. 214 Sec. 1B):
At 4a.53pm Mr. Hayes moved to enter Executive Session for the reasons noted above, not to
return to regular session. Ms. Barker seconded the motion. Roll Call vote: Hayes- aye; Barker -
aye; motion approved unanimously
