PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, SERVING AS ABOARD
IN CHARGE OF THE OPERATION OF THE RIC WXJ POWER
& LIGHT PLANT, FEBRUARY 3, 1986
1 The Common Council of the City of Richmond, Indiana, serving as a Board in charge
2 of the operation of the Richmond Power & Light Plant, met in regular session,
3 February 3, 1986 at the hour of 7:00 P.M. in the Municipal Building in said City.
4 Chairperson Elstro presided with the follo inTmembers present: Councilmembers
5 Williams, Brookbank, Hankinson Whitesell, Parker, Bodiker, Hutton and Morris.
6 Absent: None. The following business was had to wit:

10 Councilmember Hankinson moved to approve the minutes of the previous meeting as
11 prepared, seconded by Councilmember Brookbank and on unanimous voice vote the motion
12 was carried.

14 APPROVAL OF BTTTS, TRANSFERS AND INVESTMENTS

16 Upon recommendation of the Finance Committee, Councilmember Parker moved to approve
17 the bills, transfers and investments already approved as follows, seconded by
18 Councilmemer Hankinson and on unanimous voice vote the motion was carried.

43 Upon recommendation of the Finance Committee, Councilmember Parker moved to approve
44. unpaid bills in the amount of 790,562.09 for payment, seconded by COuncilmember
45 Hankinson and on unanimous voice vote the motion was carried.

49 Opening of Bids for Three 1986 Cars

51 Mr. Barden examined the Proof of Publication for the bid opening and found it to
52 be in order. Councilmember Hankinson moved to accept and file the Proof of Publication,
III53 seconded by Councilmember Morris and on unanimous voice vote the motion was carried.

55 Mr. Huffman informed the Board that he had sent out seven (7) sets of specifications
56 and only received one (1) bid. He expressed his concern that no other bids had
57 been received. The Board suggested that Mr. Huffman contact the other bidders to
58 see why they had not submitted bids.

62 Tom Brookbank Chevrolet:
63 1. One (1) 1986 five (5) door Nova Sedan at 8,628.89 less allowance of
64 1,800.86 for a total price of 6,828.00 with a three (3) day delivery.

1 2. One (1) 1986 four (4) door Celebrity at 9,620.00 less allowance of
2 1,000.00 for a total price of 8,620.00 with a four (4) to six (6)
3 week delivery.

6 a total price of 9,120.00 with a four (4) to six (6) week delivery
7 date.

9 The bid was on the proper form, signed and notarized and accompanied with a bid
10 bond.

12 Councilmember Brookbank stated she would abstain from any action taken on the bid.

14 Councilmember Morris moved to refer the bid of Tom Brookbank chevrolet for three
15 (3) 1986 cars to the General Manager for evaluation, tabulation and recommendation,
16 seconded by Councilmember Bodiker and on unanimous voice vote the motion was carried.

18 In response to Councilmember Morris regarding the use of the vehicles, General
19 Manager Huffman stated that one would be assigned to the Meter deparliuent, one to
20 the Line Superintendent and one to the Assistant Line Superintendent.

24 There being no further business, on a motion duly made, seconded and passed the
25 meeting was adjourned.
