HomeMy Public PortalAboutWater Commissioners -- 2022-07-08 MinutesPursuant to Governor Baker's March 12, 2020, Order Suspending Certain Provisions of the Open Meeting Law and his March 15 and March 23, 2020, Orders imposing strict limits on the number of people that may gather in one place, this meeting will be conducted via remote participation to the greatest extent possible. Specific information and the general guidelines for remote participation by members of the public and/or parties with a right and/or requirement to attend this meeting may be found on the Town's website at www.brewster-ma.gov. For this meeting, members of the public who wish to listen to the audio broadcast may do so via the Town of Brewster website at http://Iivestream.brewster- ma.gov or on Channel 18. No in-person attendance of members of the public will be permitted, but every effort will be made to ensure the public can adequately access the proceedings in real time via technological means. The Town has established specific email addresses for each board and committee that will be meeting remotely so that residents can send their comments in writing either before or during the meeting. In the event we are unable to live broadcast these meetings, despite best efforts, we will post on the Town website an audio recording, transcript, or other comprehensive record of proceedings as soon as possible after the meeting at http://tv,brewster-ma.gov. ■ Call to Order: 0 11:00 AM ■ Declaration of a Quorum: o Read by Commissioner Baran. Those in attendance were Commissioner Brown, Commissioner Skidmore, Administrative Supervisor, Sherry Theuret, Assistant Superintendent Alex Provos and Superintendent Paul Anderson. ■ Meeting Participation Statement: o Read by Commissioner Baran ■ Water restriction update o Monomoy Lens is currently normal as per MA Drought Level Status. Meeting next week to discuss water level. Anticipating being changed from mandatory to mild. ■ Water Commissioner Brown presented graph from DEP showing a graph with a trigger line showing the water is currently below level. • The trigger line indicates the well level • Navy blue line - 2022 —started below the trigger line and water level in 2021 but, is now above the well level from 2021. • Pink line — 2021 • Yellow line — 2019 o Current levels have triggered a mandatory water strictions ■ Superintendent's Report o Cell phone lease is expiring August 27th. Superintendent Anderson is hoping to send out a new lease in the next few weeks. ■ A temporary agreement will be done until new lease agreement is signed. o The Superintendent is working with Assistant Superintendent Provos on purchasing two new vehicles for themselves. The new positions have created a shortage of vehicles. o Brewster Conservation Day is Saturday, July 9th at 1:30 PM. ■ Superintendent Anderson will be there meeting and speaking with the public and handing out water department merchandise. o Thursday, August 11th 5:30 PM the Superintendent will be doing a presentation for the Brewster Conservation trust at the Museum of Natural History at 869 Main Street, Brewster, MA 02631. o Friday, June 24tH a vehicle transporting oil flipped onto its side and created an oil spill on Route 137 in Brewster. ■ Immediate response from the Brewster Fire Department. ■ A company that does cleaning of oil spills has been excavating materials from the area and catch basin. ■ Sampling of soil will determine the contamination from the spill. o Past employee Jeffrey Sabatino has graduated from the police academy and is now a police officer for the Town of Brewster Police Department. o Two positions have opened at the water department with the promotions of Assistant Superintendent Alex Provos and Foreman Seth Richie. ■ The water department has hired two individuals from the DPW Department. • Jake Cronin • Steven Chapman o Lee Rice has been promoted as of July 111 to a Grade 5. ■ Office Manager's Report o Completing the review of meter reads for August 1St billing statements. o Calling, emailing, and sending out letters to residents who have been flagged for high usage, tamper codes and missed reads. o Timeline for billing statements is to have data file sent to vendor by the third week of July. o Proofs to be approved by Monday, July 25th o Billing statements to be mailed out to residents by Friday, July 29tH ■ Email was sent to vendor about timeline about billing statements mailed out and to online bill pay vendor when to anticipate file being available to be viewed online. ■ Approval of May 6th and June 3rd Meeting Minutes. o Motion by Commissioner Brown to approve minutes as amended ■ Motion 2nd by Commissioner Skidmore ■ Roll Call Vote: 3-0-0 • Suintendent V erAnderson and Office Manager Sherry Theuret adjusted and reviewed changes before posting on town website. ■ One Time Reduced Rates o N/A ■ For Your Information o N/A ■ Matters Not Reasonably Anticipated by the Chair o EPA is looking into lowering contamination levels with PFAS. o EPA needs to locate labs that have the capabilities to test lower levels. o Brewster has zero detections of PFAS in water. ■ Next Meetings: August 5, 2022, at 11:00 AM ■ Adjournment o Motion by Commissioner Brown to adjourn at 11:26 AM. ■ Motion 2nd by Commissioner Skidmore 9 Roll Call Vote: 3-0-0
