HomeMy Public PortalAbout05-20-1985 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICH , INDIANA, SERVING AS ABOARD IN CHARGE OF THE OPERATION OF THE RICH O D POWER & LIGHT PLANT, MAY 20, 1985 1 The Common Council of the City of Richmond, Indiana, serving as a Board in charge 2 of the operation of the Richmond Power & Light Plant, met in regular session May 3 20, 1985 at 7:00 P.M. ' in the Municipal Building in said City. Chairperson Morris III4 presided with the following members present: Councilmembers Elstro, Williams, 5 Brookbank, Hankinson, Whitesell, Parker, Bodiker and Lemoine. Absent: None. 6 The following business was had to-wit: 7 8 APPROVAL OF MaNUTES OF MAY 20, 1985 9 10 Councilmember Hankinson moved to approve the minutes of the previous meeting as 11 prepared, seconded by Councilmember Whitesell and on unanimous voice vote the 12 motion was carried. 13 14 APPROVAL OF BTU S AND INVESTMENTS 15 16 Councilmember Whitesell reported the Finance Committee had inspected the bills already 17 paid and investments purchased and moved to approve the following, seconded by 18 Councilmember Brookbank and on unanimous voice vote the motion was carried. 19 20 Bills Already Paid: • 21 Payroll and Deductions 5/3/85 . ' , 148,840.72 22 23 Investments Purchased from: 24 Depreciation Reserve Fund - 2,123,544.01 25 Uitlity Bond Reserve Fund 544,099.61 26 Cash Operating Fund 1,029,287.50 27 Cash Reserve Fund 27,404.88 28 Total Investments 3,724,336.00 III 29 30 Miscellaneous Bills Already Paid 829,078:71 31 32 Total Bills Already Paid 4,702,255.43 33 34 Councilmember Whitesell reported that the Finance Committee had gone over the unpaid 35 bills in the amount of 194,002.47 and found their to be in order. Councilmember 36 Whitesell moved to approve bills for payment in the amount of 194,002.47, seconded 37 by Councilmember Lemoine and on unanimous voice vote the motion was carried. 38 39 Grand total of:allr approved bills was 4,896,257.90. 40 41 REMARKS BY CHAIRPERSON 42 43 Chairperson Morris reminded the Board of the meeting of the Executive Board at the 44 Service Building on May 29, 1985 at 7:00 P.M. All agenda items should be in 45 by the Wednesday prior to the meeting. 46 47 REPORT BY GENERAL MANAGER 48 49 General Manager. Huffman told the Board that the Indiana Municipal Electric Association 50 had printed in their newsletter a report regarding rates of all regulated utilities. 51 These rates were done by region and ranked highest to lowest. In the Midwest Region, 52 in residential rates, Richmond Power & Light ranked fourth from the lowest. He reported III53 the industrial rates had similar characterictics. Mr. Huffman stated that Richmond, 54 Power .& Light not only has exceptionally low rates, but is capable of serving any type 55 of industry wanting to locate in the area. 56 57 NEW BUSINESS 58 59 Pole Treatment System - Richard Barker 60 61 Mr. Richard Barker informed the Board that they had three (3) options available regarding 62 the treatment of poles for longer life. He said they could choose not to treat the 63 poles, treat one-third (1/3) of the system or treat the entire system. The cost of 64 treating one-third is $30,000.00 and for treating the entire system is $90,000.00. 65 Mr. Barker explained that some funds had been budgeted for RP&L personnel to perform RP&L Minutes Cont'd May 20, 1985 Page 2 • 1 the treatment of poles, but there would be a better return on their investment by 2 contracting this service out. He suggested that if the Board chases not to treat any 3 of the poles this year, that funds should be budgeted to treat the entire system in 4 1986. 5 Councilmember Parker asked if the contracting company would be using at least forty 6 (40) to fifty (50) percent local labor and Mr. Barker stated it would be more like 7 seventy-five percent (75%) local labor used. 8 9 Mr. Huffman explained that RP&L tries to use local labor whenever possible. 10 11-Councilmember Lemoine moved to authorize the treatment of one-third (1/3) of the poles 12 in 1985 with the remaining two-thirds (2/3) being budgeted for 1986, the cost for 13 one-third (1/3) being $30,000.00. The motion was seconded by Councilmember Whitesell. 14 15 Councilmember Elstro asked how much would be saved if they treated the entire system 16 in 1985. Mr. Barker explained that they could only estimate the percentage of lose 17 of poles. 18 19 Councilmember Bodiker asked if the treatment would be paid from general operating funds 20 or depreciation reserve funds and Mr. Huffman stated general operating_funds. 21 22 Councilmember Whitesell stated it was a good project and could be expedited by 23 using contractual services. He also stated that it was not practical to figure the 24 lose of poles or try to figure a savings in the 1985 budget since they would not be 25 laying off the persons originally scheduled to do this work. 26 27 The motion to treat one-third of the poles at a cost of $30,000.00 was passed on 28 the following call of the roll: 29 30 Ayes: Elstro, Brookbank, Whitesell, Parker, Bodiker, Lemoine and Morris (7) 31 Nays: Williams and Hankinson (2) 32 33 Councilmember Whitesell shared an article from Fortune about the excellent asset 34 that Mohawk Power of New York was with their low rates.
