Call to Order—6:30 PM
A. Roll Call
The City Council of the City of Tiffin, Johnson County, Iowa, met in a work session
October 4, 2016 at 6:35 p.m. Mayor Steve Berner called the meeting to order. Upon
roll being called the following named council members were present: Jim Bartels,
Al Havens, Jo Kahler. Peggy Upton, Mike Ryan. Absent: None . Also present: City
Administrator/Clerk Doug Boldt, Deputy City Clerk Ashley Platz, City Engineer
Ben Carhoff, Building Official Brian Shay, and other visitors.

Motion to approve the agenda by Ryan.
Second by Kahler.
All ayes, motion carried.
C. Discussion/Questions from Council Members regarding items on the Regular
City Council Agenda
Council had a few questions regarding some payables.
Council discussed agenda items for more clarification.

The City Council of the City of Tiffin, Johnson County, Iowa, met in regular session
on October 4, 2016 at 7:02 p.m. Mayor Steve Berner called the meeting to order.
Upon roll being called the following named council members were present: Peggy
Upton, Jim Bartels, Al Havens, Jo Kahler, Mike Ryan. Absent: None. Also present:
City Administrator/Clerk Doug Boldt, Deputy City Clerk Ashley Platz, City
Engineer Ben Carhoff, Building Official Brian Shay, City Attorney Robert Michael
and other visitors.

Motion to approve the agenda by Bartels.

Johnson County Deputy-present and nothing to report. Council Member Ryan request
to have the traffic trailer on south side of Railroad Tracks on Ireland Ave to slow the
traffic. Council Member Upton mentioned hearing about some vehicle burglaries.
Clyde Blish - Question about the Roberts Ferry Rd Project. Questions about the right of
way. Jay Anderson—HFC discussed with Clyde the plans and answered his questions
and concerns.

3. Discussion and Consideration of Sanitary Sewer Service Line Repair Rebate
to Larry Stratton at 203 West 2nd Street and Council Action as Needed
Motion to approve the reimbursement to Larry Stratton Sanitary Sewer Line
Repair in the amount of$1600 (Cost of what it would have cost the city to
repair and nothing more) by Havens.

4. Discussion and Consideration to Waive a Portion of the Utility Bill at 265
Woodfield Drive and Council Action as Needed
Motion to approve waiving $5,336.62 and Bill $1,799.12 of the Utility Bill
at 265 Woodfield Dr. by Bartels.
Second by Kahler.
All aye, motion carried.
Rod Ulritch- Representing his mother-in-law and gave a background of how
the Utility Bill was so big and why they are asking for a portion waived.
5. Discussion and Consideration to Approve Open Burning Dates for October
and November and Council Action as Needed
Motion to approve Open Burning Date for October 22-23 & 29-30 and
November 5-6 & 12-13 by Ryan.
Second by Kahler.

L. Reports to be Received/Filed
1. School Crossing Study: Intersection of U.S. HWY 6 and Ireland Avenue
Doug Boldt will be meeting with a State Representative to discuss HWY 6
traffic.
Ben Carhoff—City Engineer spoke about the IDOT School Crossing Study
to get approval for the Traffic Lights at HWY 6 & Ireland Ave.
M. Reports from City Personnel
1. Mayor's Report—Trick or Treat 5-7pm on October 31st Halloween Day.

2. City Council Reports —Ryan—Questions from residents regarding the Curb
& Gutter project—would like the CIP added to the City Webpage.
Recommending that we get some assistance for hearing impaired residents
attending the meeting. Upton- Status of the soccer fields repairs. Bartels-
Walk through at parks are looks like things are going well.
3. Director of Public Work's Report—Banner arms made for $2600 roughly to
have Walker Welding make them instead of paying $12,000 for new ones
from the Light pole company.
4. Building Official Report—Nothing new to report.
5. City Engineer's Report—Waiting a few last minute items for the Trail.
6. City Attorney's Report—Nothing new still working on OPD and Roberts
Ferry acquisitions.
7. City Administrator's Report—Deerview & Woodfield Parks —in the mulch
area they have noticed the water not leaving quickly. Can remedy this with
tiling. Not exceed $3000. Bella Sala—Craft Show on the 20th November
9am to 4pm. Asked to use the City Parking for the event and asked to park
along Park Rd and use Golf Carts to shuttle people around.
