OF THE CITY OF RICHMOND, INDIANA, SERVING AS A BOARD IN CHARGE OF '1'ffE OPERATION OF THE RICHMOND D POWER & LIGHT PLANT, MARCH 18, 1985 • 1 The Common Council of the City of Richmond, Indiana, serving as a Board in charge 2 of the operation of the Richmond Power & Light Plant, met in regular session 3 March 18, 1985 at the hour of 7:00 P.M. in the Municipal Building in said City. 4 Chairperson Morris presided with the following members present: Councilmembers 5 Elstro, Williams, Brookbank, Hankinson, Whitesell, Parker, Bodiker and Lemoine. 6 Absent: Done. THe following business was had to wit: 7 8 APPROVAL OF MENINES OF MARCH 4, 1985 9 10 CouncilmeMber Whitesell moved to approve the minutes of the previous meeting 11 as prepared, seconded by Councilmember Brookbank and on unanimous voice vote 12 the motion was carried. 13 14 APPROVAL OF BITS AND INVESTMENTS 15 16 CouncilmeMber Whitesell moved to approve bills already paid and investments 17 purchased, seconded by CouncilmeMber Hankinson and on unanimous voice vote the 18 motion was carried. 19 20 Bills Already Paid: 21 Payroll & Deductions 3/8/85 148,447.65 22 23 Inveslrnents Purchased From: 24 Cash Operating Fund 300,000.00 25 Depreciation Reserve Fund 155:0,(OQO.(00 26 Total Investments 850,000.00 27 28 Miscellaneous Bills Already, Paid 70,147.12 - III 29 30 Total Bills Already Paid 1,068,594.77 31 32 Councilmember Whitesell moved tp approve bills for payment in the amount of 33 39,696.24, seconded by Councilmember Hankinson and on unanimous voice vote the 34 motion was carried. 35 36 Grand total of all bills approved for payment was 1,108,291.01. 37 38 REMARKS BY CHAIRPERSON 39 40 Chairperson Morris reminded the Board of Directors of the Executive Board meeting 41 on March 25, 1985 at 7:00 P.M. at the Service Building. All agenda items must 42 be submitted by March 20, 1985. 43 44 Councilmember Whitesell announced that a work session had been set for March 45 26, 1985 at 7:00 P.M. in the Service Building to review with the Board information 46 regarding IMPA and RP&L. 47 48 Councilmembers Hankinson, Lemoine and Williams stated that they would be unable 49 to attend the meeting due to prior comMittments. 50 51 Chairperson Morris extended the :congratulations of the Board to the Richmond 52 High School Boys Basketball Team for the Semi-State victory. III 53 54 REPORT BY GENERAL MANAGER 55 56 Councilmember Bodiker asked General Manager Huffman about a brochure he had 57 received last year that was a 1983 year end report from IMPA and if they would 58 be available for 1984. Mr. Huffman explained that they are being prepared 59 and will be available soon, hopefully for the meeting of the Board on March 60 26, 1985. 61 62 Councilmember Lemoine asked Mr. Huffman about the Spring Conference of the 63 Indiana Municipal Electric Association to be held in Richmond in April. Mr. 64 Huffman told the Board that the Association holds two (2) meetings annually 65 and every second or third year they are held in Richmond. This gives the • RP&L Minutes Cont'd March 18, 1985 Page 2 1 Association a chance to see the operation of RP&L and the meeting will be held 2 at the Holiday Inn. 3 4 Councilmember Bodiker asked Mr. Huffman regarding a bill in the Indiana 5 General Assembly to eliminate rate tracking. 6 7 Mr. Huffman stated that House Bill 1712 was heard in the .Carmerce Committee 8 and did not come up for vote. He said that the good points of the bill will 9 be incorporated in Senate Bill 546.
