WORK SESSION
A. Roll Call
Call to Al Havens at 6:04 PM
The City Council of the City of Tiffin, Johnson County, Iowa, met in a work session October 18,
2016 at 6:05 p.m. Mayor Steve Berner called the meeting to order. Upon roll being called the
following named council members were present: Jim Bartels, Al Havens (by phone), Jo Kahler.
Peggy Upton, Mike Ryan. Absent: None . Also present: City Administrator/Clerk Doug Boldt,
Deputy City Clerk Ashley Platz, City Engineer Ben Carhoff& Jack Burnham, Attorney Bob
Michael & Crystal Raiber, Building Official Brian Shay, and other visitors. Key Kain, Barbara
VanGorp, Luther Parker members of Planning and Zoning Commission were also present.
B. Agenda Additions/Agenda Approval
Motion to approve Bartels.
Second by Kahler.
All ayes, motion carried.
C. Discussion and Review of New Planned Development Overlay District
Council discussed and reviewed the proposed New Planned Development Overlay District.
Present for discussion- Jack Burnham & Ben Carhoff-City Engineers- Hart-Frederick Consultants,
Mayor & Council, Planning & Zoning Members —Barbara VanGorp, Key Kain, Luther Parker.
D. Discussion of Possible Golf Cart Ordinance
Council decided didn't want to pursue an ordinance allowing Golf Carts at this time.

COUNCIL MEETING
A. Call to Order—7:00 PM
The City Council of the City of Tiffin, Johnson County, Iowa, met in regular session on October 18,
2016 at 7:00 p.m. Mayor Steve Berner called the meeting to order. Upon roll being called the
following named council members were present: Peggy Upton, Jim Bartels, Al Havens (by Phone),
Jo Kahler, Mike Ryan. Absent: None. Also present: City Administrator/Clerk Doug Boldt, Deputy
City Clerk Ashley Platz, City Engineer Ben Carhoff, Building Official Brian Shay, City Attorney
Robert Michael and other visitors.

2. Diane Hummel—Restoration of yard and driveway from I&I Project at 121 Grant Street
17 year resident—talking about her driveway and damage that was caused by the end loader
from the I&I Project. She also advised that the landscaping is still not put back in order.

1. Mayor's Report—Conversations with School Board Member Mrs. Schmidt to have School
Board and Council joint meeting at a neutral location and not on a Council or Board meeting.
2. City Council Reports —Parking on HWY 6 next to new soccer fields needs to be addressed.
No parking on HWY 6.
3. Director of Public Work's Report—Working on fences before the snow hits. Lights at
Ball fields- waiting for the transformer pad to be poured. Banners will be in tomorrow and
will be instillation.
4. Building Official Report—Received last Duplex for Buck& Jackson Streets —all
sidewalks will be tied in to parks by next spring.
5. City Engineer's Report—MPO gave new traffic count and now needs to review data.
Trail PH 5 has puddles on the trail. Will meet with Metro Pavers to discuss this puddling
issue that needs corrected and unacceptable. WWTP will start November 6th.
6. City Attorney's Report—Packets for Roberts Ferry after a few revisions.
7. City Administrator's Report—City will be responsible for the cost of any traffic signals.
